Job summary

Iowa Department of Education seeks an Education Program Consultant to coordinate dispute resolution processes within the Bureau of Student and Family Special Education Services. You will lead investigations, assess compliance with IDEA/IC 41, and prepare decisions for the special education attorney.

Responsibilities include training, policy development, and maintaining a state complaints database, with travel as needed.

Qualifications

Five years of post-graduate work experience in education settings, administration, finance, data analysis, or communications.
Experience with education policy analysis and monitoring IDEA implementation.
Ability to interpret complex regulatory language and communicate clearly to diverse stakeholders.
Strong analytical and strategic thinking with the ability to lead teams without formal supervision.

Responsibilities

Investigate state complaints filed with the Iowa Department of Education alleging IDEA or IC chapter 41 violations, including on-site visits and interviews.
Research applicable statutes/regulations to determine potential non-compliance.
Prepare detailed written decisions outlining findings, conclusions, and corrective actions for the special education attorney.
Participate in training and collaborate with the attorney and dispute resolution coordinator on policy development.
Develop and revise internal/external policies to improve efficiency, compliance, and clarity for parents and school personnel.
Assist in developing and maintaining a new complaint database, responding to questions, and ensuring accurate updates.
