Job summary

Louisiana Department of Education seeks an Education Consultant 3 in Baton Rouge to lead the state’s early childhood accountability system. You’ll drive strategy, manage thousands of classroom observations, and analyze data to guide policy and program improvements.

You will collaborate across agencies, develop operational guidance, and provide training to educators and contractors to support high-quality accountability outcomes.

Qualifications

  • Experience leading or managing a statewide or large-scale accountability, assessment, quality rating, or improvement system.
  • Demonstrated expertise in quantitative data analysis, data modeling, and interpretation of large datasets to inform policy and strategy.
  • Experience developing evaluation frameworks and measuring program effectiveness and impact on student or child outcomes.
  • Strong knowledge of early childhood education systems, QRIS, or publicly funded early childhood programs.
  • Experience presenting complex findings to diverse audiences, including educators, policymakers, legislative stakeholders, and community leaders.
  • Proven ability to manage cross-functional projects, funding streams, or contracts with multiple stakeholders and tight timelines.
  • Experience translating state and federal policy into operational guidance, tools, and resources for local implementation.
  • Demonstrated ability to facilitate professional development, lead stakeholder engagement sessions, and build collaborative networks across agencies or regions.
  • Strong written communication skills, including drafting policy proposals, legislative materials, technical guidance, and strategic plans.

Responsibilities

  • Lead the implementation and continuous improvement of the state’s early childhood accountability system, ensuring alignment to statewide strategy and child outcome goals.
  • Oversee operational management of approximately 14,000 annual classroom observations, working closely with lead agencies, state contractors, and internal staff to monitor timelines, quality, and compliance.
  • Analyze and interpret accountability data to identify trends, risks, and opportunities; develop models and reports that inform strategic decision‑making.
  • Manage the annual development and release of early childhood performance profiles, including quality assurance, stakeholder communication, and creation of support resources.
  • Draft policy guidance, proposals, evaluation designs, and technical documentation related to accountability metrics, program rules, and system refinements.
  • Collaborate with cross‑functional teams within the Department (data, policy, legal, finance, and early childhood strategy staff) to ensure alignment with state and federal requirements.
  • Engage early childhood community leaders, local superintendents, lead agencies, and network teams to communicate expectations, gather feedback, and build shared ownership of accountability efforts.
  • Provide technical assistance and training to educators, administrators, and contractors on accountability processes, data systems, and performance interpretation.
  • Facilitate meetings, regional collaboration sessions, and presentations (including large‑scale convenings such as statewide summits) to communicate findings and system updates.
  • Review and provide programmatic approval for early childhood budgets, expenditures, and funding reallocations tied to accountability initiatives.
  • Conduct research on national best practices and emerging trends to inform recommendations for system refinement and innovation.
  • Support legislative, regulatory, and strategic planning efforts by contributing analysis, briefing materials, and action plans as needed.
  • Serve as a lead worker within the unit, coordinating workstreams and supporting team members in meeting deliverables and deadlines.

Job Focus Area

The Education Consultant 3 in the Office of Assessments, Accountability, and Analytics serves as a strategic leader at the center of Louisiana’s Early Childhood improvement efforts. This role drives the vision, design, and continuous refinement of the state’s Early Childhood accountability system—ensuring every publicly funded site and community receives a meaningful, transparent performance profile that supports improved child outcomes.

Reporting to a classified Education Consultant supervisor, this position blends high-level strategy with hands‑on execution. They will lead statewide implementation efforts, oversee complex data analysis and modeling, manage large-scale operational processes (including thousands of annual classroom observations), and partner with stakeholders across the early childhood system to ensure quality, clarity, and impact.

Position-Specific Details

Appointment Type: Probational, Promotional, or Job Appointment. The person hired for this position is expected to regularly report to the Baton Rouge office. Current permanent classified state employees may be required to accept a probationary appointment, if selected.

Career Progression

This position does not participate in a Career Progression Group.

Work Schedule

Work hours are Monday - Friday. Work hours will be determined.

Compensation

The salary offered will be determined based on qualifications and experience.

  • Note regarding the advertised pay range: The Education Consultant series has a special entrance rate of $28.97 hourly, $2,317.20 biweekly that is above the minimum hire rate for these positions. The maximum amounts listed are the maximum salary amounts a person can make over their career and not the maximum amount we are allowed to pay a new hire.
