Job summary

Qualifications

• Bachelor’s degree in economic development, business administration, public administration, planning, finance, economics, political science, communications, or related field.
• At least two years of relevant professional experience; an equivalent combination of education, training, and experience may be considered.
• Strong communication, relationship-building, and analytical skills; experience with grant administration and incentives valued.

Responsibilities

• Supporting business retention, expansion, and recruitment efforts
• Assisting businesses and developers with permitting, financing, incentives, utilities, and other development-related processes
• Managing assigned economic development, redevelopment, infrastructure, and business-support projects
• Researching funding opportunities and assisting with grant applications, administration, reporting, and compliance
• Maintaining commercial property, development-site, business, and prospect information
• Analyzing demographic, workforce, real estate, and market data
• Preparing reports, presentations, marketing materials, and prospect proposals
• Building productive relationships with public, private, and nonprofit partners

The Cumberland Economic Development Corporation (CEDC) is seeking a motivated and collaborative professional to serve as its next Economic Development Specialist. This full-time position will support CEDC’s efforts to retain and expand existing businesses, attract new investment, advance redevelopment initiatives, and strengthen Cumberland’s overall economic competitiveness. The successful candidate will work directly with businesses, developers, entrepreneurs, property owners, government agencies, and regional partners to help move economic development opportunities from initial inquiry through implementation.

Primary Responsibilities

• Supporting business retention, expansion, and recruitment efforts
• Assisting businesses and developers with permitting, financing, incentives, utilities, and other development-related processes
• Managing assigned economic development, redevelopment, infrastructure, and business-support projects
• Researching funding opportunities and assisting with grant applications, administration, reporting, and compliance
• Maintaining commercial property, development-site, business, and prospect information
• Analyzing demographic, workforce, real estate, and market data
• Preparing reports, presentations, marketing materials, and prospect proposals

Candidates should possess a bachelor’s degree in economic development, business administration, public administration, planning, finance, economics, political science, communications, or a related field. At least two years of relevant professional experience is preferred. An equivalent combination of education, training, and experience may be considered.

The ideal candidate will demonstrate strong communication, relationship-building, projectmanagement, research, and analytical skills. Experience with grant administration, economic development incentives, Microsoft 365, CRM systems, GIS, or digital communication platforms is valued.

Annual salary range: $55,266–$97,822

Classification: Full-time, exempt

Location: Cumberland, Maryland

Starting salary will be based on the selected candidate’s qualifications, experience, internal equity, and available budget.
