The Division of Economic Development and Community Vitality supports the mission of the Department of Housing and Community Development (DHCD) by providing leadership across a wide range of economic and community development initiatives.
The Economic Development Program Manager role strengthens regional economies, expands community capacity, and advances strategic development efforts across Virginia.
In this position, you will support the Growth and Opportunity (GO Virginia) Board by promoting regional collaboration and driving the creation of high-wage jobs in Virginia’s traded-sector industries.
You will lead policy development, guide program implementation, and ensure strong performance across major regional and community development efforts.

This position is telework-eligible and adheres to the Commonwealth of Virginia’s telework policy 1.61.
Knowledge of general financial management principles and practices and budgetary principles.
Comprehensive knowledge of economic development and regional diversification strategies, with the proven ability to manage program implementation, evaluate outcomes, and support the development of initiatives that drive long-term economic growth and measurable impact.
Demonstrated ability in designing and conducting economic development programs, drafting program reports, as well as making technical presentations.
Demonstrated ability in managing multiple projects on time and with high quality, using demonstrated organizational skills and communicating effectively orally and in writing.
Proficient in working with a variety of stakeholders, including field program support organization staff, agency staff, state and regional economic and workforce development partners, and the public.
Proficient in performing data analysis, and researching to assist the policy, planning, and legislative processes.
Considerable grant management experience, with the proven ability to assess application quality, monitor compliance, and ensure alignment with program policies, funding requirements, and performance expectations.
Considerable supervisory experience in providing direction, setting clear expectations, and supporting the performance and development of staff, including assigning work, providing feedback, and ensuring accountability for results.
Experience in using a PC and a variety of software to produce data and graphics.
Knowledge of Growth and Opportunity for Virginia (GO Virginia) program.
Understanding of statewide strategic policy initiatives related to entrepreneurship, economic development, and workforce issues.
Considerable experience in planning, public administration, business administration, or a related field.
