Brief Job Description:

The Texas Health and Human Services Commission (HHSC) Early Childhood Intervention (ECI) Office seeks a highly qualified candidate to fill the position of ECI Quality Assurance Therapist (Registered Therapist V). ECI is driven by its mission to assure that families with young children with developmental delays have the resources and support they need to reach their goals. This position makes a significant contribution to ECI’s mission by performing highly advanced quality assurance work using extensive knowledge of program planning and quality elements. Work involves evaluating statewide service delivery and outcome trends to support and improve service delivery and outcomes throughout the ECI system. Participates in on-site visits to observe contractor service delivery, conducts desk reviews, and data monitoring. Provides concise report findings and recommendations to assist subrecipients with the delivery of quality care. Provides technical assistance and training to ECI subrecipients and other staff office staff regarding program and contract requirements and policies and procedures. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment. A hybrid telework/in-office arrangement is currently available for this position, subject to agency and department policies.

Essential Job Functions (EJFs):

EJF 1 (35%) Provides expertise on the development of clinical and programmatic components of ECI, including independent clinical and system assessments of contractors' local program operations. Conducts onsite reviews to observe contractor service delivery. Provides concise report findings and recommendations to assist contractors with the delivery of quality care.

EJF 2 (35%) Provides collaborative, adaptive, and targeted technical assistance and training to ECI subrecipients and other ECI state office staff regarding program and contract requirements, policies and procedures, including evaluation, service planning and service delivery requirements. Assists with the development of tools to ensure compliance with ECI requirements. As requested, participates on other committees, work groups or activities with respect to therapeutic or other areas of expertise.

EJF 3 (25%) Participates in the development, planning and implementation of statewide initiatives to support and improve professional clinical and therapeutic practice throughout the ECI system.

EJF 4 (5%) Attends work on a regular and predictable schedule in accordance with agency leave policy, and performs other duties as assigned.

Knowledge Skills and Abilities (KSAs):

Knowledge of:

  • assessment and treatment planning for infants and toddlers with physical and developmental disabilities.
  • health care systems and Medicaid guidelines for reimbursement of therapy services.
  • IDEA and Part C services in Early Childhood Intervention.
  • quality improvement theory and practice.
  • training and technical assistance models and delivery methods.

Skill in:

contract monitoring, quality assurance monitoring and/or performance reporting.

  • developing and implementing quality improvement plans.

Registrations, Licensure Requirements or Certifications:

Must maintain current license in the State of Texas to provide habilitative therapy services (Occupational, Physical, or Speech).

Initial Screening Criteria:

At least three years of experience providing speech, occupational, or physical therapy services to infants and toddlers with developmental delays or disabilities, preferably as part of an interdisciplinary team. Experience evaluating and developing treatment plans for infants and toddlers with physical and developmental disabilities.
