Job summary

Web Business Solutions seeks an Enlisted College Subject Matter Expert to design, develop, and teach distance education for Marine Corps curricula, supporting faculty development and MarineNet delivery. You will maintain course materials and ensure quality through CCRB processes and linked assessments.

The role requires extensive Marine Corps PME background, mastery of instructional design, and strong collaboration with deans, editors, and staff to deliver accurate, up-to-date education

Qualifications

  • Regional Master Sergeant/First Sergeant Seminar or higher required.
  • Associate's degree can be substituted with 5 years of experience; High School Diploma with 10 years of experience.

Job purpose

The Enlisted College Subject Matter Expert designs, develops, maintains, and teaches enlisted distance education curriculum while supporting faculty development, assessment, MarineNet delivery, and curriculum quality requirements.

Duties and responsibilities
  • Maintain USMC subject matter expertise in the assigned program's curriculum as measured through the Course Content Review Board (CCRB) process referenced in Appendix H.
  • Adapt resident curriculum into distance education curriculum using the Marine Corps Instructional Systems Design/Systems Approach to Training and Education (MCISD/SATE) curriculum development process per NAVMC 1553.1A.
  • Revise and update courseware according to CDET's course development schedules.
  • Develop course/lesson objectives using Bloom's revised taxonomy to accomplish resident school educational outcomes.
  • Establish and maintain courseware, curriculum and assessment version control.
  • Create and safeguard course assessments electronically.
  • Develop and maintain an electronic assessment-mapping document, demonstrating appropriate linkages between assessments and specific educational objectives, and learning outcomes.
  • Develop electronic answer and reference keys for course assessments.
  • Maintain electronic files of all documents, assessments, graphics, readings, electronic media and supporting information for the courses.
  • Coordinate with the program editor to ensure copyright approval for all provided course materials.
  • Maintain and manage the master LMS course sites, keep them current and responding to questions about content for each program's curricula.
  • Provide up-to-date course information for the CDET public facing website.
  • Answer questions from the field on all aspects of the courses.
  • Perform faculty development by updating, managing, and monitoring course LMS faculty-development site content; electronically developing and distributing the course faculty guide; maintaining course content on the CDET web page; and recommending course-specific faculty standards.
  • Conduct Institutional Effectiveness/Institutional Research analysis by evaluating student performance and recommending curriculum changes; electronically recording test-item analyses; analyzing and recording end-of-course feedback from students, faculty, commanders, and stakeholders; preparing descriptive statistics and graphics to inform course changes; and preparing electronic Course Content Review Board reports or briefings.
  • Travel to IR and Process for the Accreditation of Joint Education (PAJE) or Outcome Based Military Education (OBME) visits, conferences and briefings as required by the CDET Dean of Academics.
  • Participate in annual MCU faculty development sessions.
  • Conduct research for appropriate video/audio clips, and photographs from the Marine Corps Audio/Visual (A/V) Repository and other Marine Corps agencies.
  • Participate in the Joint Staff J-7 Annual Joint Faculty Education Conference (JFEC).
  • Develop courses to primarily achieve the Student Learning Outcomes approved by CG, EDCOM.
  • Incorporate Joint Professional Military Education requirements and Joint Enlisted Desired Leader Attributes per CJCSI 1805.01C (EPMEP) into the courses.
  • Incorporate Marine Attributes per NAVMC 3500.18E (MCS T&R Manual) into the courses.
  • Provide SME services in the following three (3) areas: 1. Administration and Communications, 2. Warfighting, 3. Leadership and Ethics.
  • Gather and create electronic multimedia assets in coordination with ISS and Graphic Artist.
  • Conduct a thorough review of deliverables for content accuracy, participate in onsite reviews and provide electronic feedback to the Dean of Academics.
  • Maintain courseware materials, including assessments, that are active on MarineNet and perform annual reviews to maintain quality and accuracy of assigned Phase I courses.
  • Coordinate with CDET MarineNet officer to ensure courses and end-of-course exams meet technical requirements for MarineNet delivery.
  • Coordinate with MCU College of Enlisted Military Education curriculum developers to ensure current versions of available content materials prior to curriculum development.
  • Ensure all Phase II courses, to include assessments and faculty development material, are ready for dissemination by the last day of April for the following academic year.
  • Teach one Phase II course at Quantico or online (by course number) for at least one seminar iteration per AY.
  • Work primarily with the CDET office at the Enlisted College or a CDET Regional office, if approved by the government.
Qualifications
  • Completion of a regional Master Sergeant/First Sergeant Seminar or higher is required. Completion of Resident Senior Enlisted PME Course is highly recommended.
  • An Associate's degree can be substituted with 5 additional years of experience. A high school Diploma can be substituted with 10 years of additional experience.
  • Subject matter expertise in Administration and Communications, Warfighting, and Leadership and Ethics.
Education
  • Bachelor's degree in Military Studies or equivalent field.
Years of Relative Work Experience:
  • Twenty (20) years of relevant experience, including service in the United States Marine Corps as an E-8 or higher.
Clearance:
  • Minimum Tier 1 background investigation and Government-access eligibility are required; an active Secret clearance is required before supporting classified events or tasks.
