Job summary

The City of Virginia Beach is seeking an Early Intervention Supervisor I to lead a team of Service Coordinators and Developmental Services Providers, ensuring family-centered practices and compliance with Part C regulations.

This role provides direct supervision, oversees caseload distribution and IFSP timelines, and participates in quality improvement, audits, and partnership building with community and state agencies.

Qualifications

  • Bachelor’s degree in a human services field is required.
  • Seven (7) years of experience with persons with intellectual disabilities or equivalent experience is required or eleven (11) years if combined with education.
  • Current and valid driver’s license required.

Job description

Are you a passionate leader dedicated to supporting early childhood development and family success? As the Early Intervention Supervisor I, you will provide direct supervision and administrative oversight to our team of Service Coordinators and Developmental Services Providers. In this vital role, you will champion family-centered practices, ensure compliance with federal and state Part C regulations, and drive program excellence to improve outcomes for children and families.

Specific Duties
  • Supervise, coach, and evaluate your team with documented monthly supervision and annual performance reviews.
  • Assist with staff recruitment, onboarding, training, and continuous professional development.
  • Monitor adherence to Part C regulations, policies, and quality assurance standards through monthly chart reviews and data analysis.
  • Oversee caseload distribution, productivity, timelines for IFSP development, and smooth transition planning.
  • Participate in strategic quality improvement initiatives, corrective action planning, and audit preparation.
  • Serve as a key liaison with community partners, healthcare providers, referral sources, and state agencies.
  • Respond professionally to family concerns, complaints, and service issues to maintain high satisfaction.
  • Maintain Active Early Intervention certification(s) in accordance with Part C regulations
  • Demonstrate experience in clinical, programmatic, or administrative leadership within developmental services.
  • Strong knowledge of Part C regulations, IFSP processes, and early childhood compliance standards.
  • Ability to analyze program data and build collaborative professional relationships.

The ideal candidate would have two years of supervisory or lead experience in an early intervention, developmental disabilities, pediatric, healthcare, education, or human services program serving infants, toddlers, children, and families.

Preferences:
  • Experience providing supervision or leadership to professional level staff.
  • Experience providing services to infants, toddlers, children, or families in a human services, healthcare, or educational setting.
  • Experience developing, implementing, or monitoring individualized service or treatment plans.
  • Experience ensuring compliance with state, federal, or organizational regulations, policies, or standards.
  • Experience collaborating with families to support person-centered or family-centered planning.
  • Experience working in Part C programs

Minimum Qualifications: Requires a Bachelor’s degree in a human services field (such as psychology, behavioral or mental health , special education, social work) and seven (7) years of experience working with persons with an intellectual disability associated with such positions as senior clinician or educator OR a combination of education and/or experience equivalent to eleven (11) years working with persons with an intellectual disability associated with such positions as senior clinician or educator. Must have a current and valid driver’s license.

Special Requirements: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.
