Job summary

ITC Federal, Inc. is seeking an experienced E-Discovery Application Administrator II for the DOJ MEGA 6 ALS program. This fully remote role supports litigation systems, requiring substantial programming expertise and familiarity with Oracle-based tools.

The candidate will develop and maintain applications, translate requirements into code, and provide technical leadership to a small team in a remote work setting. A U.S. Public Trust clearance is required or attainable.

Qualifications

  • Ability to obtain and maintain a U.S. Government Public Trust clearance prior to start (not required at application).
  • Authorized to work in the United States.
  • Ability to work effectively in a fully remote environment.
  • Substantial programming experience in the systems environment being used.
  • Experience developing in environments using JavaScript, HTML, ASP, Oracle IDS, SQL*Plus and PL/SQL.

OVERVIEW

JOB TITLE: E-Discovery Application Administrator II


AGENCY SUPPORTED: U.S. Department of Justice (DOJ) - MEGA 6 Automated Litigation Support


POSITION TYPE: Full-Time, Contingent Upon Award


LOCATION: Remote


CLEARANCE: Public Trust - Candidates do not need to be cleared at the time of application but must be able to obtain and maintain a Public Trust clearance prior to starting.

We are seeking an experienced E-Discovery Application Administrator II to support ITC Federal's work for the U.S. Department of Justice (DOJ) under the anticipated MEGA 6 automated litigation support (ALS) program. This is a fully remote position supporting DOJ's complex litigation mission.


Important: This opening is being established in connection with the MEGA 6 contract vehicle award itself. ITC Federal must still be awarded individual task orders under the vehicle before employees can be onboarded. Accordingly, this position is full-time and contingent upon both contract award and the award of the applicable task order.



RESPONSIBILITIES


  • As an expert programmer, independently develops, modifies, and maintains complex programs to support litigation environment applications, such as litigation support databases, associated management systems, and analytical systems.

  • Translates program requirements into program code.

  • Tests, debugs and refines programs to process data in accordance with written specifications.

  • Revises programs to increase efficiency and reduce operating time.

  • Develops data entry screens and other user interfaces and implements standardized reports, and creates and generates specialized and ad hoc reports as required.

  • Provides oral and written status reports to the Project Manager and/or more senior IT staff.

  • Provides technical direction and supervision to other programmers.

  • May oversee a small team of technical support staff in a document center or other site, and coordinate technical support provided at that site.

  • Develops end user and technical documentation and provides training for all systems developed.



REQUIRED QUALIFICATIONS


  • Ability to obtain and maintain a U.S. Government Public Trust clearance prior to start (candidates are not required to be cleared at the time of application).

  • Authorized to work in the United States.

  • Ability to work effectively in a fully remote environment.

  • Requires substantial, hands-on programming experience in the systems environment being used.

  • For example, if most programming will be in support of a large Oracle application with a web based interface, the senior programmer must have demonstrated successful experience developing programs in that environment using appropriate tools/languages such as JavaScript, HTML, ASP, Oracle Internet Developer Suite, SQL*Plus, and PL/SQL.

  • At least two years of directly applicable experience required.

  • At least three years of overall programming experience will generally be expected, including experience with large-scale database management systems.

  • Requires excellent oral and written communication skills.



PREFERRED QUALIFICATIONS


  • Broad knowledge of the Government's IT environments, including office automation networks, and PC and server based databases and applications, extremely helpful.

  • Supervisory or team leader experience very useful.

  • Experience in automated litigation support very helpful.

  • Undergraduate degree strongly preferred; - preferably in the computer science or information management/technology disciplines.



WORK ENVIRONMENT AND PHYSICAL DEMANDS


  • This is a fully remote position; work is performed from a home office.

  • Must be located in or near the Washington, DC area and available for short-notice on-site meetings.

  • Work is primarily sedentary, performed while using a computer for extended periods of time.
