Job summary

Washington State Department of Social and Health Services (DSHS) seeks an EHR Readiness Specialist (Management Analyst 4) in Olympia. You will coordinate readiness across divisions, facilities, and partners, ensuring vendor materials align with workflows and policies for successful EHR adoption and ongoing optimization.

You will develop role-based resources, curricula, and guides, support instructor-led and virtual training, and monitor readiness metrics to drive continuous improvement and staff

Responsibilities

  • Coordinate readiness strategy, end-user education activities, timelines, and dependencies across divisions and deployment phases.
  • Serve as liaison between program leadership, clinical/operational teams, vendors, and EHR vendors to align readiness efforts.
  • Assess readiness needs by analyzing workflows, EHR functionality, user roles, and program requirements to identify gaps and solutions.
  • Review and adapt vendor readiness plans, curricula, and materials to align with policies and operational standards.
  • Develop and maintain role-based EHR readiness materials, including curricula, guides, user aids, simulations, and SOPs.
  • Coordinate instructor-led, virtual, and train-the-trainer readiness activities including scheduling and go-live support.
  • Evaluate readiness effectiveness using feedback and adoption metrics; recommend improvements to curricula and tools.
  • Identify and mitigate readiness risks with risk, privacy, security, and other partners.

DSHS FTAA – EHR Readiness Specialist (Management Analyst 4)

Join DSHS in Olympia as an EHR Readiness Specialist (Management Analyst 4) and play a key role in preparing staff for the successful implementation, adoption, and ongoing optimization of the agency’s Electronic Health Record (EHR) system. In this role, you’ll coordinate readiness efforts across DSHS divisions, facilities, program teams, and external partners, ensuring vendor-developed solutions and materials align with DSHS workflows, policies, and operational needs. Your work will help identify readiness gaps, develop and improve role-based resources, and coordinate activities across implementation and post-go-live phases, helping staff build the knowledge and confidence needed to effectively use the EHR and supporting the long-term success of this enterprise initiative.

Some Of What You'll Do
  • Coordinate DSHS EHR readiness strategy, end user system education activities, timelines, and dependencies across divisions, facilities, project workstreams, and deployment phases.
  • Serve as a key point of contact between DSHS program leadership, clinical and operational teams, HCMACS, systems integrators, and EHR vendors to align readiness efforts and resolve issues.
  • Assess readiness needs by analyzing workflows, EHR functionality, user roles, and program requirements to identify gaps and recommend solutions.
  • Review, adapt, and integrate vendor-developed readiness plans, curricula, and materials to align with DSHS policies, workflows, operational requirements, and regulatory standards.
  • Develop and maintain role-based EHR readiness materials, including curricula, facilitator guides, user guides, job aids, simulations, and standard operating procedures.
  • Coordinate and support instructor-led, virtual, and train-the-trainer readiness activities, including scheduling, enrollment, resources, and go-live and post-go-live support.
  • Evaluate readiness effectiveness using feedback, assessments, participation data, and adoption metrics, and recommend improvements to curricula, tools, and delivery methods.
  • Identify and help mitigate readiness-related risks in collaboration with risk, privacy, security, business continuity, and other EHR program partners.
Desired skills, knowledge, and abilities:
  • Experience coordinating or integrating readiness, end user education, training, or enablement efforts with external vendors, systems integrators, or software providers.
  • Experience supporting large, complex technology implementations, such as EHR, ERP, or other enterprise systems, including go-live and post-go-live activities.
  • Experience developing or adapting training and instructional content to align with organizational policies, workflows, business requirements, and technology systems.
  • Experience conducting needs assessments, developing role-based learning solutions, and evaluating readiness or training effectiveness using qualitative and quantitative information.
  • Ability to collaborate effectively in a matrixed, multi-partner environment with program leaders, clinical and operational staff, IT teams, vendors, and other stakeholders.
  • Knowledge of learning management systems (LMS), e-learning authoring tools, and other technologies used to develop, organize, and deliver learning content.
  • Ability to analyze complex information, identify gaps and risks, and recommend practical solutions that support successful system adoption and continuous improvement.

Insurance Benefits

Retirement And Deferred Compensation

State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre‑tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security

All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

If you are employed by a government or not‑for‑profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays

Full‑time and part‑time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full‑time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 non‑overtime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part‑time employees who are in pay status during the month of the holiday qualify for the holiday on a pro‑rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full‑time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave

Full‑time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate accrual to the number of hours in pay status, in the month to that required for full‑time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part‑time employees will be proportionate to the number of hours in pay status, in the month to that required for full‑time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)

Full‑time employees accrue vacation leave at the rates specified in WAC 357‑31‑165(1) or the applicable collective bargaining agreement (CBA). Full‑time employees who are in pay status for less than 80 non‑overtime hours in a month do not earn a monthly accrual of vacation leave.

Part‑time employees accrue vacation leave hours in accordance with WAC 357‑31‑165(1) or the applicable collective bargaining agreement (CBA) on a pro‑rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full‑time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357‑58‑175, an employer may authorize a lump‑sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357‑31‑165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave

Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave

Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
