Job summary

Are you searching for the opportunity to join a mission-focused team dedicated to improving statewide substance use disorder and behavioral health programs? Become a Drug and Alcohol Program Analyst with the Department of Drug & Alcohol Programs, Bureau of Operational Excellence, Oversight and Monitoring Division. This role develops and interprets statewide policies, standards, and frameworks; monitors performance; and provides technical assistance to shape how grant funded programs support recovery and healthy communities.

This position is responsible for the day-to-day operations of a statewide grant program that addresses substance use disorder and behavioral health needs. It leads collaborative efforts to ensure that State Opioid Response (SOR) program grantees and subrecipients meet performance and reporting standards and support effective outcomes for the people we serve. As a Drug and Alcohol Program Analyst, you will perform the following duties:

• Team Collaboration: Coordinate effectively with federal, state, and local partners to establish requirements, facilitate reporting, and improve outcomes
• Program Monitoring: Conduct ongoing reviews to ensure compliance with grant agreements, reporting requirements, and other obligations
• Data Analysis: Evaluate performance and outcome data to identify trends, risks, and improvement opportunities
• Policy Planning: Prepare and present formal reports with data driven recommendations to support evidence-based decision making for program design, development, and funding
• Technical Assistance: Provide internal and external partners with guidance and training to help resolve program issues, clarify policy, and support corrective actions
• Documentation: Maintains accurate, centralized and timely records of specific tasks and reporting requirements as outlined in the grant agreement statement

Work Schedule and Additional Information:

• Full-time employment
• Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.

• Telework: You may have the opportunity to work from home (telework) part-time. This position currently works in the office two days per week and for special events. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. QUALIFICATIONS

Minimum Experience and Training Requirements:

• Two years of professional experience in social service or human development programs including one year of program planning, developing, and monitoring experience of the same; and a bachelor's degree; or
• Any equivalent combination of experience and training.
