Job summary

Position Summary:

Performs under the supervision of the Public Service Director and assists that individual in a variety of administrative matters relating to the department. Is certified by the Michigan Department of Environment, Great Lakes and Energy (EGLE) as an S-1 Water Distribution Operator to fulfill the duties of the Operator in Charge (OIC) for the City of Inkster Water Distribution System. And as an OIC is familiar with the State of Michigan Safe Drinking Water Act 399 rules and requirements. Identifies problems and thoroughly researches and collects information and analyzes available data. Prepares and presents technical solutions and alternatives addressing issues identified and assigned for resolution. Furthers communication between the Director and Crew Chiefs and carries out various tasks promoting positive public relations. Formulates and recommends policies and regulations relating to the Department of Public Services.

Essential Duties and Job Functions:

• Conducts research, collecting pertinent information and/or conferring with involved individuals regarding operational and administrative problems of the department.
• Analyzes data collected to gain a clear and accurate understanding of situations and problems to develop appropriate solutions.
• Prepares recommendations for revisions of existing methods to meet objectives and courses of action in resolving problems.
• Serves as liaison between the Director and Crew Chiefs, assisting in the completion of department projects, attending to routine administrative matters and independent contracts.
• Gathers and assembles data regarding vehicle and equipment usage for the Motor Vehicle Highway reports.
• Prepares reports of meetings, keeping the Director and other department officials informed of meeting topics.
• Works with Crew Chiefs researching and compiling background data for usebythe Director in the preparation of short-term and long-term capital improvement projects and the department budget.
• Investigates complaints and problems within the Department, preparing reports and/or correspondence for administrative use.
• Frequently confers with the Director on procedures, policies and specific problem areas making recommendations,either explaining alternatives developed from research or receiving guidance and clarification in areas as needed.
• Daily oversight of the operation and maintenance of the water distribution system and water department staff.
• On-Call 24 hours a day to supervise, direct, or schedule the staff responsible for the daily maintenance, operation and emergency response to the water distribution system to protect public health.
• Familiar with Chapter 11 of the Michigan Safter Drinking Water Act 399 requirements as it pertains to the operations of a water distribution system.
• Familiar with all water distribution system standard operating procedures (SOPs), the Michigan Safe Drinking Water Act 399 and American Water Works Association (AWWA) standards and implement them on a regular basis.
• Maintains records for operations, water quality, system performance, system maintenance, preventative maintenance, repairs, customer request and responses, etc., to meet regulatory requirements, track the water distribution assets and water operation budget.
• Preparation of the annual consumer confidence report (CCR) and annual pumpage reports.
• Familiar with water cross connection programs and prepared to oversee the City of Inkster’s cross connection program Contractor.
• Interaction with EGLE, the EPA, GLWA and other regulatory agencies to be familiar with requirements and compliance with federal and state regulations and standards including the Lead and Copper Rule.
• Assisting with water sampling and testing as required by the system’s approved monitoring schedule.
• Performs a variety of other duties as assigned by the Director related to the daily operations of the departmentinaccordance with established policies and procedures.
