Job summary

ARServices seeks a Budget Analyst to support the Defense Threat Reduction Agency (DTRA) RD Directorate. You will manage budget execution, spend plans, and forecasting, providing expert financial advice to PMs and budget specialists.

The role requires DoD policy compliance, data visualization, and collaboration with DoD offices. Albuquerque, NM, with situational telework, five days on-site weekly, and a strong focus on budget accuracy.

Qualifications

• Current DoD Top Secret clearance with SCI access.
• Bachelor’s degree in Accounting, Business Administration, Finance, or a related discipline.
• 5–7 years of documented experience managing large R&D budget execution, spend plans, and burn rate processes.
• 5–7 years forecasting future R&D financial requirements and preparing POM, BES, and related documents.
• 5–7 years R&D resource management with multiple DoD appropriations.
• Experience implementing DoD FMR, FAR, and OMB Circular A-123.
• Experience creating data visualizations and presenting to senior government officials.
• Proficiency in Microsoft Office and collaborative tools (MS Teams, WebEx).

Responsibilities

• Provide budget and finance A&AS in support of DTRA R&D programs per DoD policies.
• Maintain the Division’s Spend Plan and Unfunded Requirements list.
• Monitor obligations, disbursements, and commitments for RDT&E.
• Prepare financial documentation to commit funding per policy and procedures.
• Create data visualizations informing leadership for budget decisions.
• Research unobligated commitments and ULOs.
• Review MSR and reconcile with disbursements in government databases.
