Job summary

Systems Planning and Analysis, Inc. (SPA) is hiring a Contract Specialist/Administrator at the Washington Navy Yard to manage acquisition documentation, procurement packages, and contract actions in support of DoD programs.

The role requires U.S. citizenship, a DoD Secret or Top Secret clearance, a Bachelor’s degree in Finance or Accounting, and at least 3 years in government finance and acquisitions; Navy/DoD systems experience is preferred.

Qualifications

• U.S. Citizen with DoD Secret or Top Secret Security Clearance.
• Bachelor’s Degree in Finance, Accounting or another equivalent field.
• Strong understanding of federal acquisition lifecycle and related documentation.
• Minimum of 3 years of experience in Government Finance and Acquisitions.
• Experience with Navy or DoD acquisition systems (e.g., Navy ERP, ETMS2, PIEE, SPS/PD2) strongly preferred.

Responsibilities

• Assist with development and coordination of acquisition documentation (e.g., Statements of Work, Independent Government Cost Estimates, Justifications and Approvals, Determinations and Findings).
• Support drafting, review, and submission of procurement packages and contract modifications.
• Track contract actions and provide status updates to leadership.
• Collaborate with technical leads, financial analysts, and program managers to ensure alignment across functional areas.
• Interface with contracting officers and other government stakeholders to facilitate timely and accurate contract execution.
• Contribute to program meetings and briefings by providing acquisition updates and recommendations.
• Support compliance with relevant DoD acquisition regulations, including FAR, DFARS, and Navy-specific policies.
