DOD Cost Analyst (ACEIT)

The Opportunity:

CACI seeks a Budget and Cost Analyst with Automated Cost Estimating Integrated Tools (ACEIT) software expertise to support an Army Project Manager (PM) at Ft Belvoir, VA. The Cost Analyst will have experience within the Department of Defense and provide technical leadership in the areas of cost analysis and project management support, to include, life cycle cost analysis, program financial planning, cost estimate model development, and cost policy application. Secret clearance is required.

Responsibilities:

  • Develop and maintain Program Office Estimates (POEs) using Automated Cost Estimating Integrated Tools (ACEIT) software.
  • Provide budget exhibits and planning documents, program & schedule breakdown structures, budget requirement analyses, and earned value guidance to program/Product Directors and integrated product teams.
  • Provide price analysis of contractor proposal submissions, including review of submitted hours, direct labor rates, overhead rates, other direct costs, and general review of the contractor's Work Breakdown Structure (WBS) to aid in contract negotiations.
  • Prepare Program Office Estimates (POE), Life Cycle Cost Estimates (LCCE), Cost Analysis Requirements Description (CARD), Independent Cost Estimates (ICE), Component Cost Analysis (CCA), Business Case Analysis (BCA), and Affordability Analysis and Cost Benefit Analysis (CBA).
  • Coordinate with multiple teams (Business Management Office, technical representatives, and stakeholders on funding actions, contract actions, acquisition requirement packages, and overall acquisition plans).
  • Provide quick turn what-if analyses based on varying fielding rates by utilizing the POE to assist G8 with budget development.

Qualifications:

Required:

  • Active Secret Security Clearance.
  • Bachelor’s degree in Business Admin, Economics, Accounting, Finance, or Mathematics.
  • 5-10 years of experience.
  • Proficient in ACEIT.
  • Experience with the budget processes (e.g., budget cycles, terminology, fiscal law).
  • Prior experience estimating costs for Army or DoD programs.

Desired:

  • Master’s degree in Business, Economics, Accounting, Finance, or Mathematics.
  • 10+ years of experience.
  • Prior experience estimating costs for Army or DoD programs ACAT III and above.

Pay Range: The proposed salary range for this position is: $85,800 - $180,200. CACI is an Equal Opportunity Employer.
