Job Description:
Seize your opportunity to make a personal impact as a Senior Cost Analyst supporting the Defense Health Agency activities in validating cost estimates for military medical products.

HOW YOU WILL MAKE AN IMPACT:
- Develop Life Cycle Cost Estimates (LCCEs) and Government cost estimates in support of selected programs and update the estimates as required.
- Develop and analyze Microsoft Excel cost models.
- Assist in development of and analyzing cost and schedule risk-adjusted LCCEs, Cost-Benefit Analyses (C-BAs), Business Case Analyses (BCAs), Analysis of Alternatives (AoAs), program office estimates, and other cost analyses.
- Create, review, and analyze cost estimates using the Automated Cost Estimating Integrated Tool (ACEIT) suite.
- Validate product manager (PdM) level cost estimates developed in ACEIT.
- Provide cost estimating support at the product and portfolio level, including developing portfolio models that integrate and display time-phased cost and schedule risk-adjusted views of multiple acquisition systems.
- Develop presentations and briefings for executive leadership on program cost positions, impact of budget changes, and other cost issues.
- Assist in the development of budget submissions (Procurement (P)-Forms, Research Development Test and Evaluation (R)-Forms, etc.).
- Provide financial management expertise in developing Command-wide cost estimating policies and guidance for reporting cost estimate information.
- Support USAMRDC leadership and subordinate organizations in issue identification, documentation of LCCE validation procedures, and timely recommendations.
- Review and assess program risks related to schedule and cost.
- Review program integrated master schedules (IMS) for completeness and consistency with cost estimates.
- Assist in reviewing, editing, and consolidating annual and out-year budget requirements based on program LCCEs.
- Support the production of finance documents, conduct financial analysis, and manage funds in acquisition documentation (e.g., milestone decision cost estimates, acquisition program baselines, strategies, LCCEs).
- Enter select acquisition program data into the Defense Acquisition Visibility Environment (DAVE), including converting costs from base year to then-year, entering program Acquisition Program Baselines, and submitting documentation in the Acquisition Information Repository (AIR).
- Ensure work products adhere to Office of Management and Budget (OMB) guidelines and Will Cost guidance.
- Prepare and deliver cost, schedule, and risk-related training to staff in various formats.
- Participate in special projects as needed.
WHAT YOU’LL NEED TO SUCCEED:
- Education: Bachelor’s Degree in accounting, management, or a related discipline or equivalent experience.
- Required Experience: 15 years of professional experience, including 8-10 years in cost estimating.
- Technical Skills: Expert understanding of ACEIT, cost estimating principles, and procedures; proficiency with Microsoft Outlook, PowerPoint, Excel, and Word.
- Security Clearance: Must be clearable for a T1 Public Trust Investigation.
- Skills and Abilities: Excellent communication skills, detail-oriented, experienced in developing briefings and presentations.
- Preferred Experience: Local candidate preferred; experience with DoD life-cycle cost estimates, medical acquisition programs, and applying PPBE system to program cost estimating.

The salary range is estimated at $127,254 - $161,000, based on experience and location.
