Torch Technologies in Huntsville, AL is seeking a Government Financial Analyst to support on-site budget formulation, planning, and financial management for a DoD Army program. You will lead POM development, analyze funding requirements, and provide senior-level analyses and briefings to leadership.

The role requires U.S. Citizenship, a Bachelor’s degree in finance-related fields, 5+ years of experience, and an active secret clearance.

Qualifications

• U.S. Citizenship required.
• Bachelor’s degree in Finance, Accounting, Business, or related field.
• 5+ years of experience in financial management, budget planning, or related field.
• Active secret clearance is required.
• Substitution of additional years of directly applicable experience for degree may be considered.
• Strong knowledge of DoD budgeting, PPBE processes.
• Experience with POM development and resource planning.
• Proficiency with DoD funds management.

Responsibilities

• Lead the development, coordination, review, validation, and prioritization of POM requirements across multiple appropriations and fiscal years.
• Analyze RDT&E and OMA funding requirements to identify resource gaps and program impacts.
• Prepare executive-level budget analyses, decision papers, and briefings for senior leadership.
• Conduct funding risk assessments and develop actionable recommendations.
• Develop and implement annual budget planning processes and spend plans.
