Job summary

Blue Energy seeks a seasoned Document Control & Records Manager to design and lead an enterprise-wide DCRM program. You will ensure compliance with NRC, ASME NQA-1, and NIRMA, owning governance, systems, and processes for nuclear development projects.

This role targets a professional who has built scalable DCRM programs in regulated environments and can drive EDMS optimization across functions and projects.

Qualifications

  • 10+ years of experience in Document Control and Records Management.
  • Demonstrated experience building or establishing a DCRM program in a complex, highly regulated environment.
  • Direct experience supporting large-scale infrastructure, construction, or energy projects.
  • Strong organizational skills and attention to detail, with the ability to bring structure to fast-moving environments.
  • Proven ability to train users on EDMS tools and document control processes.
  • Strong communication skills and a service-oriented mindset.

Responsibilities

  • Establish, implement, and maintain an enterprise-wide DCRM program in compliance with NRC, ASME NQA-1, and NIRMA requirements.
  • Define and enforce document governance, including document lifecycles, retention schedules, security classifications, and audit readiness.
  • Maintain an auditable register of controlled documents, approvals, revisions, and change history.
  • Lead the selection, configuration, implementation, and continuous improvement of the Electronic Document Management System (EDMS) across projects and functions.
  • Configure and maintain EDMS platforms (e.g., SharePoint or equivalent) to support metadata tagging, version control, approvals, access controls, and efficient retrieval.
  • Standardize templates, naming conventions, document numbering, and change-tracking across the company.
  • Develop and maintain procedures for document creation, review, approval, release, distribution, and archiving.
  • Manage document transmittals and workflows, ensuring accurate and timely distribution to internal and external stakeholders.
  • Oversee document review and approval processes, including formatting, editing, and electronic signature tracking.
  • Build dashboards and reporting tools to provide visibility into document status, review progress, and outstanding actions.
  • Conduct regular quality checks and system assessments to ensure data integrity, security, and regulatory compliance.
  • Oversee storage, maintenance, and archiving of both electronic and hard-copy records.
  • Develop and deliver EDMS and document control training for project teams and functional stakeholders.
  • Partner with engineering, quality, regulatory, and project teams to support document creation, revisions, and releases throughout the project lifecycle.

Role Summary

The Document Control & Records Manager will design, implement, and lead Blue Energy’s enterprise-wide Document Control and Records Management (DCRM) program from the ground up. This role is responsible for establishing compliant, auditable, and scalable document and records systems that support efficient project execution across the organization.

You will ensure alignment with NRC regulatory requirements, ASME NQA-1, and NIRMA standards, serving as the owner of document governance, systems, and processes for nuclear development projects.

Key Responsibilities

DCRM Program & Governance

  • Establish, implement, and maintain an enterprise-wide DCRM program in compliance with NRC, ASME NQA-1, and NIRMA requirements.

  • Define and enforce document governance, including document lifecycles, retention schedules, security classifications, and audit readiness.

Qualifications
  • 10+ years of experience in Document Control and Records Management, including leadership responsibility.

  • Demonstrated experience building or establishing a DCRM program in a complex, highly regulated environment.

  • Direct experience supporting large-scale infrastructure, construction, or energy projects.

  • Strong organizational skills and attention to detail, with the ability to bring structure to fast-moving environments.

  • Proven ability to train users on EDMS tools and document control processes.

  • Strong communication skills and a service-oriented mindset.

Preferred Qualifications
  • Experience supporting nuclear development projects strongly preferred.

  • Minimum associate degree; bachelor’s degree in Business Administration, Information Management, or similar preferred.

  • 5+ years of experience in the nuclear energy industry.

  • Deep working knowledge of NRC regulations, ASME NQA-1, and NIRMA standards for electronic and hard-copy records.
