Job summary

State of Nebraska’s DMV seeks a Marketing & Communications Specialist III to lead statewide communications. You will craft campaigns, messaging, and materials across divisions to inform customers about online services and service changes.

You’ll partner with executives, shape branding, and drive public information campaigns with statewide impact, aiming for clearer communication and better service for Nebraskans.

Qualifications

  • Bachelor’s degree in journalism, communications, marketing, public relations, advertising, graphic arts, digital media, videography, or related field and at least three years’ experience in developing, planning, and managing public relations/publicity campaigns, mass media communication activities, public information programs, and/or marketing/promotional campaigns.

Job Description: As the DMV Marketing & Communications Specialist III, you will have the opportunity to help build and lead an agency-wide communications and marketing program. This is not a position where every day looks the same. One day you may be developing a statewide campaign encouraging customers to use online services; the next you may be preparing executive messaging, working with the media, creating content for a major service change, or helping launch a new DMV initiative. If you enjoy taking complex information and making it understandable, finding creative ways to reach customers, working on projects with statewide impact, and seeing the results of your work, this may be the position for you. Job Duties

Develop and direct the agency-wide marketing and communications strategy. Establish long-term communications objectives, branding standards, messaging priorities, and marketing plans supporting all DMV divisions. Advise executive leadership regarding communications strategy and public perception. Plan and execute communications for major agency modernization initiatives. Develop communication plans, educational materials, public information campaigns, stakeholder outreach, and implementation strategies supporting driver license modernization, regional service center implementation, print-on-demand license plates and registrations, and other major initiatives. Coordinate messaging across agency divisions and external partners. Develop and manage statewide customer education and marketing campaigns. Promote appointment scheduling, online services, customer self-service options, fraud prevention, REALID, driver licensing requirements, and other agency initiatives utilizing digital, print, social media, earned media, and community outreach. Evaluate campaign effectiveness and adjust strategies accordingly. Serve as the agency's primary communications and media relations professional. Develop press releases, speeches, presentations, executive messaging, crisis communications, media responses, and public information materials. Serve as agency spokesperson when appropriate and advise executive leadership regarding communications strategy. Manage agency marketing resources and communication projects. Develop and monitor marketing budgets; negotiate advertising and promotional services; coordinate contracted communication services; establish communication priorities; ensure consistent branding and messaging across all communication platforms. Evaluate communication effectiveness and provide executive consultation. Analyze communication metrics, customer engagement, website usage, online service utilization, appointment participation, and campaign effectiveness. Recommend improvements to agency leadership that increase customer awareness, improve service delivery, and reduce operational costs. Other duties as assigned and within the scope of the classification.

Requirements / Qualifications

Minimum Qualifications: Bachelor’s degree in journalism, communications, marketing, public relations, advertising, graphic arts, digital media, videography, or related field and at least three years’ experience in developing, planning, and managing public relations/publicity campaigns, mass media communication activities, public information programs, and/or marketing/promotional campaigns. Required experience may substitute for the education on a year for year basis. Other: Regular and reliable attendance required.
