Job summary

TJFACT is seeking a Design, Monitoring, and Evaluation (DME) Program Analyst to support the Department of State – INL/WHP office in Washington, DC. This onsite, full-time role focuses on data analysis, reporting, and program evaluation across the Western Hemisphere.

Qualified candidates will have 4–6 years of relevant experience, a bachelor’s degree, and proficiency in MS Office; preferred are GIS and data visualization skills (ArcGIS, PowerBI, Tableau). Active security clearance is required.

Qualifications

• A Bachelor’s degree from an accredited institution.
• Four (4) to six (6) years’ experience in relevant field.
• Demonstrated knowledge of Federal regulations in regard to area of specific need.
• Proficient in Microsoft Office Suite.
• Demonstrated experience facilitating organizational change.
• Demonstrated ability to work on projects and issues within overall policy guidelines;
• Demonstrated skilled in oral and written communication, sufficient to draft action and info memos, congressional testimony, press guidance and congressional and general correspondence;
• Demonstrated knowledge of international narcotics and law enforcement issues.
• Demonstrated knowledge of design, monitoring, and evaluation best practices such as indicator development and data collection, entry and analysis.
• Active security clearance

Responsibilities

• Data Analysis and Reporting: Analyze a large number of financial, program planning, bilateral, and program evaluation documents for standard and ad hoc reports, as needed.
• Track INL accomplishments and outcomes in the Western Hemisphere as reported in Daily Activity Reports, SMART cables, DevResults, and other resources to create summaries on INL/WHP accomplishments.
• Ensure use of quality indicators and inclusion of appropriate INL measures for data verification and data quality assessments.
• Respond to data calls and produce written and oral reports and presentations on Western Hemisphere-specific indicators and data when requested.
• Using GIS or other relevant software, and in coordination with relevant Program Officers, draft regional and country maps of security and criminality challenges across the region, and INL’s policy and programmatic response.
• Research and use government and private sector best practices to measure and improve customer service, approval workflows, and processing timelines.
