Qualifications

Job description

Augusta County Fire-Rescue is seeking an individual who is highly motivated, professional, team-oriented public servant to serve the citizens of Augusta County as the Division Chief of Training. We invite you to join our growing organization in a highly responsible position focused on the training, development, and mentoring of our career and volunteer firefighters and EMS providers.

The Division Chief of Training is part of the senior staff for Augusta County Fire-Rescue and has responsibilities as follows:

• Support and work as part of a team to fulfill the agency’s Mission, Vision, and Values
• Management of Training Division staff
• Work in collaboration with other staff to recommend, develop, plan and deliver educational programs for career and volunteer staff
• Develop annual training plan
• Prepare annual budget for the Training Division to include short term and long-term programs and needs
• Maintenance and upkeep of training grounds, training center and all associated apparatus and equipment
• Serve as Administrative Duty Officer on a rotation (Monday – Monday every 4 th week) and at other times as needed
• Fill various roles within the IC system as required on emergency incidents
• Represent the agency’s interest regarding training programs with other state agencies such as VDFP, VAOEMS, and VDEM, as well as with regional jurisdictional partners
• Oversee identified parts of an established Health and Safety Officer program as directed
• Work as part of a grant team with primary responsibility for training grant opportunities
• Perform other related tasks as required or directed through the chain of command

The Organization

Augusta County Fire-Rescue (ACFR) is a combination department that covers 967 square miles with a population of 76,264. ACFR is responsible to staff 13 of the 17 stations within Augusta County. There are 4 County owned stations, with the remainder being owned by non-profit volunteer organizations. We have three operational shifts; a 24/48, a 24/72 and a 12-hour Monday-Friday work schedule. This position will manage the current Training Division, comprised of six fulltime staff, including three Fire Training Specialists and three EMS Training Specialists. The Training Division is also supported by adjunct faculty for all education programs.

Education and Experience

• Any combination of education and experience equivalent to graduation from high school or GED
• Minimum of three years current, consecutive experience in an emergency service system comparable to Augusta County Fire-Rescue, in a management or administrative type position
• Comprehensive knowledge of personnel supervision; Incident Command System; laws, regulations, procedures, and practices of fire, rescue, EMS operations and administration
• Thorough knowledge of local and state laws and ordinances pertaining to emergency services and personnel
• Ability to effectively manage situations with internal and external customers
• Ability to maintain effective working relationships with others
• Ability to communicate effectively both orally and in writing and produce in depth reports and studies as required
• A proven background in education or instructional delivery in the field of emergency services

Minimum Qualifications

Applicants must possess the following:

• High school diploma or equivalent
• Virginia EMT in good standing with the Virginia Department of Health, Office of Emergency Medical Services.
• VDFP Instructor II certification or equivalent level of recognized Instructor certification
• VDFP Fire Officer II certification or equivalent level of recognized supervisory certification
• Emergency Vehicle Operator Course Class 3
• Experience as a Fire Service and/or EMS Educator
• Ability to obtain additional necessary instructor credentials in both Fire and EMS curriculums
• Ability to serve in a Duty Officer capacity on scheduled rotation or at the discretion of the Fire Chief
• Previous command level experience for all types of emergency incidents
• Knowledge of Incident Safety Officer and Health and Safety Officer programs and needs

Preferred Qualifications or Ability to Obtain

• Any combination of education and experience equivalent to graduation from an accredited college or university with an Associate’s Degree in Fire Science, or a closely related field
• Five years position specific experience in the fire and rescue service, three of which must have been with a career or accredited Department
• Officer III Pro Board (will be required to obtain immediately as part of hiring if the candidate does not possess it at the time of application)
• NFA Incident Safety Officer (or equivalent)
• NFA Health and Safety Program Manager (or equivalent)
• Experience with online instruction via a course management system

Salary / Benefits

This is an exempt position with a starting salary range of $79,594.00 - $87,553.00. Additional incentives are available based on certifications and education.

This position offers VRS retirement to include the hazardous duty supplement, group life insurance, health, dental and vision insurance and leave program.

Additional Information

Employment contingent upon successfully completing a criminal background check, drug test, and a department physical exam based on the NFPA 1582 Standard initially and yearly thereafter. Applicants must possess an appropriate valid driver’s license. All Fire-Rescue Department employees are subject to non-restrictive 24-hour call-back, irregular work hours, and various workstation assignments.
