Qualifications

• Bachelor’s Degree required.
• Three to five years of directly related experience in either an institutional/government or school district purchasing environment; TASBO certification preferred.
• Knowledge of the principles, procedures, and legal requirements of school district purchasing and contracts, and financial accounting.
• Ability to assist in strategic planning and situational analysis.
• Ability to work in a fast-paced environment, with frequent interruptions, while managing multiple projects and successfully achieving long-term tasks and project timelines.
• Effective interpersonal skills to interact with all levels of employees, staff members, and the general public.
• Planning and problem-solving/investigative skills as required to research inquiries related to job responsibilities.
• Ability to gather data, compile and analyze information, and prepare reports.
• Ability to coordinate multiple projects and assignments; high Degree of flexibility required.
• Demonstrated skills in both verbal and written communication.
• Ability to provide information to staff in a way that maximizes productivity, efficiency, and cost-effectiveness.

Responsibilities

• Reviews scopes of work and prepares solicitation packages and requests for proposals, qualifications, and information.
• Recommends pricing methodology, reviews draft of technical specifications, and rewrites to eliminate ambiguities and conflicts.
• Assists with review of work performed by district staff for accuracy and conformance to contracting and regulatory procedures.
• Prepare, plan, and conduct negotiations or participate in negotiating terms for new work, changes and negotiate contracting matters within dollar values; and prepare records of negotiations.
• Prepare recommendation and documents presented to the Board of Trustees for approval.
• Leads workloads as a team leader for procurement services and acts as a primary contact for assigned district departments.
• Assist buyers in daily operations and serve as the first point of contact for problem resolution.
• Review all proposals and board documents for content and accuracies for the assigned team department.
• Assist with contract compliance, contract close-out, renewal or extensions of current contracts.
• Review and approve purchase orders/transactions with proper consideration given to quality, price and delivery within proper procedures.
