Job summary

About the Role

The Framework Manager is responsible for the end-to-end delivery, commercial performance and operational governance of multi-year distribution framework contracts. Operating across Low Voltage (LV – 230V–400V) and High Voltage (HV – 11kV–33kV) networks, this role oversees capital delivery, asset replacement and refurbishment programmes for both Overhead Line (OHL) and Underground (UG) cabling systems.

Acting as the primary interface between the principal contractor and major Distribution Network Operators (DNOs) such as Scottish Power Energy Networks (SPEN), SSEN, UK Power Networks (UKPN) and National Grid Electricity Distribution (NGED), you will ensure all works are delivered safely, on schedule and within margin.

Key Responsibilities
Framework & Project Delivery
  • Lead the execution of OHL (wood pole, ironwork and conductor stringing) and UG (trenching, ducting, jointing and cabling) schemes from inception to final closeout.
  • Manage resource allocation across multiple geographic work clusters, including internal delivery teams, SAPs (Senior Authorised Persons) and specialist subcontractors.
  • Ensure programme integration with DNO outage windows, maximising network availability and minimising penalty risks.
  • Oversee third-party interfaces, including Street Works (HAUC/NRSWA compliance), private landowners and environmental bodies.
Commercial and Financial Management
  • Hold full P&L accountability for the framework, managing budgets, forecasting cash flow and driving margin optimisation.
  • Oversee the commercial administration of NEC3/NEC4 contracts, typically Option C or Target Cost frameworks.
  • Manage the variation process, ensuring Early Warning Notices (EWNs) and Compensation Events (CEs) are tracked and negotiated effectively.
  • Drive supply chain efficiencies and manage subcontractor procurement and performance reviews.
HSEQ and Compliance
  • Champion an absolute zero-harm safety culture across all OHL and UG field operations.
  • Ensure strict adherence to DNO Network Standards, G39 regulations, ESQCR requirements and CDM 2015 Regulations.
  • Approve Risk Assessments and Method Statements (RAMS) for complex or high-risk network interventions, including live-line working, heavy lifting and deep excavations.
  • Lead incident investigations, identifying root causes and embedding lessons learned back into the framework delivery team.
Stakeholder & Client Management
  • Serve as the senior point of escalation for the DNO client, conducting weekly and monthly progress reviews against Key Performance Indicators (KPIs).
  • Build and maintain strong collaborative relationships with DNO engineering, asset management and commercial teams.
  • Manage community and customer relations, minimising complaints relating to shutdowns, traffic management and land access.
Experience and Qualifications
Essential

Industry Experience

  • Minimum 5–7 years of management experience within the UK power distribution sector, specifically focused on LV/HV networks up to 33kV.
  • Proven track record of managing OHL (wood pole networks) and UG (cabling and jointing) construction or refurbishment frameworks.

Commercial Acumen

  • Strong working knowledge of NEC3 and NEC4 contract mechanisms within the utilities sector.

Safety & Leadership

  • Experience acting as a Principal Contractor under CDM Regulations.

Qualifications

  • HNC/HND or Degree in Electrical Engineering, Civil Engineering or Construction Management.
  • Professional Project Management qualification (APM, PRINCE2 or equivalent).
  • SMSTS, IOSH or NEBOSH National Certificate.
Desirable
  • Prior or current DNO Authorisations (e.g. Access, WL or SAP up to 33kV).
  • NRSWA Supervisor status.
  • Existing relationships with major UK DNO networks.
