Job summary

The Louisiana Office of Community Development (LOCD) seeks a professional to manage disaster recovery and mitigation financial programs funded through CDBG-DR and related federal/state sources. You will direct operations, ensure compliance, and supervise finance staff while coordinating with program managers and auditors.

Responsibilities include financial analysis, draw processing, SOP documentation, and comprehensive reporting to executive leadership and federal monitors.

Qualifications

• Bachelor’s degree in accounting/finance or related field plus two years of professional financial management or grants experience.
• Substitutions allow six years of disaster recovery/finance work for the degree.
• Master’s degree may substitute for one year or two years for specialized degrees; familiarity with HUD/DRGR and LaGov is preferred.

Responsibilities

• Plan, organize, and direct financial management for disaster recovery programs.
• Supervise staff, coach on federal grant requirements, and maintain SOPs.
• Ensure expenditures and draws align with LaGov ERP and HUD reporting systems.
