Job summary

Dept of Emergency Management in Virginia is seeking a VEST Coordinator of Human Services to ensure integration of human services within the VEST, coordinating programs, resources, and partnerships that support disaster response and recovery.

The position serves as the agency's primary contact for Access and Functional Needs, promotes inclusive emergency practices, and develops policy to strengthen equity with federal, state and local partners.

Qualifications

• Knowledge of emergency management principles, ICS/NIMS, and state coordination structures.
• Experience with access and functional needs, disability integration, and accessibility requirements.
• Knowledge of state and federal laws and regulations related to DOIA.
• Knowledge of human services programs, functions, and key partners.
• Knowledge of and familiarity with emergency management principles and operations.
• Demonstrated experience with data analysis and presenting statistical information.
• Ability to create actionable guidance for state and local emergency managers.
• Experience and a demonstrated commitment to AFN principles.
• Experience delivering trainings
• Ability to prioritize and manage complex projects or initiatives.

Responsibilities

• Coordinate human services integration within the VEST and ensure effective coordination of programs, resources, and partnerships that support disaster response and recovery.
• Serve as the agency's primary contact for Access and Functional Needs & promote inclusive emergency practices across the whole of the VEST.
• Develop and implement policy and procedures to support the VEST centered around disaster-related human services, coordinating with federal, state and local partners.
• Provide staffing and guidance to the State Coordinator’s Office related to access and functional needs and serve in a leadership capacity of the equity workgroup.
