Job summary

Rainmaker, based in Washington, DC, seeks a Director of Water Development to lead engagement with DOI and the Bureau of Reclamation, building programs, partnerships, and funding pathways. You will own congressional relationships, coordinate with state and federal partners, and shape the policy and funding strategy for precipitation enhancement.

The role requires 10+ years in western water policy and a proven track record in securing federal support, with travel across the U.S.

Qualifications

• 10+ years in Western water policy or federal government relations.
• Thorough working knowledge of how DOI and Reclamation operate at national and regional levels.
• In-depth understanding of Reclamation programs, authorities, and funding.
• Demonstrated command of Western water law and policy.
• Experience securing federal funding for projects and knowledge of grant/cooperative agreements.
• Established relationships across the Department of the Interior and Congressional committees.
• Willingness to operate as a strategist and hands-on operator in a startup environment.
• Bachelor’s degree; hydrology, engineering, or water resources background beneficial.
• Based in DC with ability to travel domestically for Hill engagement and site visits.

Responsibilities

• Interior & Reclamation Engagement: Own Rainmaker’s relationship with DOI and Reclamation end to end, including high-level offices.
• Program Development & Funding: Identify and secure funding vehicles like WaterSMART and related authorities.
• Authorities & Legislative Strategy: Maintain statutory knowledge and develop legislative proposals.
• Congressional Engagement: Manage relationships with House Natural Resources and Senate ENR committees.
• State & Federal Alignment: Work with Rainmaker’s State Government Affairs team to align federal authorities with state goals.
• Reclamation Regional Engagement: Build direct relationships with regional offices and project sites.
• Coalition & Community Building: Represent Rainmaker in the Washington water community and build advocacy networks.
• Field Demonstrations & Site Visits: Organize visits for policymakers and stakeholders to demonstrate technology.
