The Director oversees the full lifecycle of HM&E systems, serves as the primary technical liaison with the Customer, NAVSEA and classification authorities, and coordinates technical modifications while partnering with Program Management and Technical Directors on change approvals. Domestic and international travel may be required.

Qualifications

• Own the technical execution of HM&E systems, ensuring technical integrity while managing scope, engineering deliverables, cost, schedule, quality, and contractual milestones.
• Coordinate engineering activities, approvals, documentation, and testing through all program phases from proposal to delivery.
• Identify and manage program risks and opportunities; oversee baseline changes, ECPs, issue resolution, root cause analysis, and HM&E financial performance.
• Serve as the primary HM&E liaison across engineering, supply chain, OEMs, customers, and regulatory authorities to ensure contractual compliance.

Position Summary

The Director of Technical Projects oversees the full lifecycle of Hull, Mechanical & Electrical (HM&E) systems, including receipt, staging, quality assurance, storage, installation, testing, and delivery. The role serves as the primary technical liaison with the Customer, supports engineering interactions with NAVSEA and classification authorities, coordinates technical modifications, and partners with Program Management and Technical Directors to evaluate and approve technical changes.

Domestic and international travel may be required.

Essential Functions

• Own the technical execution of Hull, Mechanical & Electrical (HM&E) systems, ensuring technical integrity while managing scope, engineering deliverables, cost, schedule, quality, and contractual milestones.
• Support all phases of the program—from proposal and startup through design, construction, testing, and delivery—by coordinating engineering activities, approvals, documentation, and required testing.
• Identify and manage program risks and opportunities, oversee baseline changes, engineering change proposals (ECPs), technical issue resolution, root cause analysis, and HM&E financial performance.
• Coordinate stakeholders and customer interface: Serve as the primary HM&E technical liaison across engineering, supply chain, OEMs, customers, and regulatory authorities to ensure contractual compliance.
• Other duties as assigned.
