Job summary

Bipartisan Policy Center in Washington, DC, is seeking a Director to lead its federal tax policy work and contribute to the American Opportunity Project. You will shape bipartisan tax reform proposals, engage with Congress across aisles, and supervise junior staff within the Economic Policy Program.

The role reports to the VP of Economic Policy and requires deep policy expertise, strong writing, and a track record of coalition-building across political spectrums.

Qualifications

  • Bachelor’s degree in public policy, political science, government, economics, business, finance, law, or related field.
  • 7+ years of relevant policy, government, nonprofit, think tank, or advocacy experience.
  • Excellent writing and analytical skills for policy briefs and testimonies.
  • Strong quantitative skills with data on federal tax and fiscal topics.
  • Proven record publishing original research on tax and fiscal policy.
  • Strong communication to diverse audiences and lawmakers.
  • Experience building coalitions across ideologically diverse groups.

Responsibilities

Action

Policydevelopment is only the beginning of BPC’s work. Results

In 2025, BPC and BPC Action mobilized to introduce over 120 bills in the House and Senate and helped advance over 40 bills beyond committee. We met with over half of all congressional offices, expanding our reach to both parties.

BPC’s Economic Policy Program (EPP) is seeking aDirector to lead its federal tax policy work and contribute significantly to the newly launched American Opportunity Project with the National Governors Association.BPC’s tax policy portfolio develops and advocates for durable, bipartisan federal tax reforms that support workers and families, create opportunities for businesses of all sizes, and strengthen the nation’s fiscal outlook. Over the past several years, EPP’s tax team has been instrumental in shaping the federal tax debate in Washington: educating staff in both parties on the principles of sound tax reform, developing a bipartisan menu of tax offset options for Congress, tracking the results of the 2025 reconciliation debate, engaging with media and congressional staff, and more.

The ideal candidate will combine rigorous policy expertise with credibility and relationships to drive bipartisan progress on tax reform that supports workers and families, spurs economic growth, and brings in sufficient revenue to meet the nation’s spending obligations.

This position reports to BPC’s Vice President of Economic Policy.

Responsibilities:
  • Lead BPC's federal tax policy portfolio, setting research priorities and external strategy in coordination with the Economic Policy Program's leadership
  • Consistently produce high-impact, analytical research publications—including issue briefs, explainers, reports, and testimony—on complex tax and fiscal policy topics
  • Represent BPC and its tax policy priorities at public events, private roundtables, and panels, and through earned media, including print, broadcast, and digital outlets
  • Engage congressional staff and members on both sides of the aisle to advance BPC's tax policy recommendations, including providing technical assistance on legislative proposals
  • Build and participate in ideologically diverse coalitions working on tax policy, tax administration, and related fiscal policy issues
  • Develop data visualizations that help congressional staff and outside experts assess and understand complex fiscal, tax, and economic trends
  • Collaborate across BPC's policy programs and communications team to align tax policy recommendations with the organization's broader priorities and serve as the internal expert on federal tax issues
  • Mentor junior staff and, depending on level, directly manage staff supporting the tax policy portfolio
Required Skills and Qualifications:
  • Bachelor’s degree in public policy, political science, government, economics, business, finance, law, communications, or a related field
  • 7+ years of relevant professional experience in public policy, government, advocacy, nonprofit organizations, consulting, think tanks, public affairs, legislative affairs, or related field
  • Excellent writing and analytical skills, with the ability to produce clear, accessible materials for congressional and public audiences, including policy briefs, explainers, and media-facing content
  • Strong quantitative skills and experience analyzing and assessing data from the Congressional Budget Office, Joint Committee on Taxation, the Treasury Department, and other government and non-government organizations
  • Demonstrated record of publishing original research and policy analysis on tax and fiscal issues
  • Excellent written and verbal communication skills, with the ability to translate complex tax policy for a range of audiences
  • Experience developing coalitions and building consensus across ideologically diverse organizations
Preferred Skills and Qualifications:
  • Advanced degree in public policy, political science, government, economics, business, finance, law, communications, or a related field
  • Experience working on Capitol Hill, within a federal agency, governor’s office, state legislature, think tank, trade association, advocacy organization, or similar institution
  • Experience elevating an organization’s public profile and representing an organization through national media engagement, including securing regular press mentions in relevant media outlets, as well as representing the organization on policy panels and other public forums
  • Demonstrated ability to build an organization’s reputation with Hill staff, executive branch officials, and national media as a credible voice on tax policy issues
  • Interest in the Economic Policy Program’s overall policy portfolio, including fiscal and retirement security policy
  • Familiarity with state and local tax policy is a plus
  • Established relationships with congressional tax staff and committees on both sides of the aisle

BPC offers a highly competitive salary and provides generous benefits.

The anticipated hiring range for this role is $150,000 – $175,000, with additional flexibility for candidates possessing extensive experience and specialized tax policy expertise. At BPC, a wide range of factors are considered when making compensation decisions including and not limited to skill set, experience, training, education, knowledge, and other business and organizational needs.

BPC offers comprehensive health insurance benefits with a choice of open access HMO, POS, or PPO plan. HMO and POS individual plans have a monthly premium cost share of 10%. Dependent and Family HMO and POS plans are offered with a monthly cost share equal to 20% of the difference between the plan premium and the individual HMO monthly premium. PPO plans are offered with a 20% premium cost-share for all plans.

Additional benefits include 403(b) matching contributions of up to 7% of salary in addition to a non-elective contribution of 2% of salary (both after 90 days of employment); 15 vacation days, 2 personal days, 15 sick days, and 12 holidays per year; education benefits up to $5,250 per year after one year of employment; $2,000 for professional development expenses after six months of employment; Metro benefits of up to $130 per month; Company provided life insurance; and dental and vision insurance coverage with a Flexible Spending Plan.

The work/life balance of employees is a priority for the Bipartisan Policy Center. As a result, BPC is currently operating on a hybrid schedule. Employees at BPC are currently coming into the office three times a week. Exact time and schedules will be determined between an employee and their manager.
