Job summary

Care For the Homeless provides social services for chronically mentally ill homeless women, operating under DHS contracts and state oversight. The Director of Social Services leads a team of case managers and clinicians, ensuring timely, compliant services and strong reporting to DHS and partner agencies.

The role emphasizes supervision, program integrity, and collaboration with the Human Resources department to align policies with operational realities and community needs, guiding residents

Qualifications

• Master’s degree or equivalent experience in a relevant field.
• 3–7 years supervising clinical staff and services for homeless populations.
• Experience with DHS and contract reporting preferred.

Responsibilities

• Provide ongoing supervision to the Social Services Staff.
• Supervise the Case Management Services for all clients.
• Provide coverage for cases if requested by the Director.
• Respond to DHS inquiries.
• Provide overall coverage in the absence of the Director.
• Meet all performance expectations established for the shelter by Care for the Homeless.
• Ensure program compliance with DHS contracts and reporting requirements.
• Serve as the primary program liaison to DHS when the Director is unavailable.
• Ensure adherence to DHS policies and monitor timely client services.
• Conduct case review audits and create Corrective Action Plans as needed.
• Screen, evaluate, and process clients for potential entitlements.
• Train Case Management staff to approach service resistant clients.
• Act as liaison with community stakeholders and maintain communication across staff.
• Maintain a healthy environment and move residents toward housing stability.
• Work with HR to adhere to policies and procedures.
• Ensure shelter compliance with City and State regulations.
• Direct supervision of Case Manager, CASAC, and other staff.
• Other duties as required.

Job description

Director of Social Services provides Social Services for chronically mental ill homeless single women. Residence operates under contract to the New York City Department of Homeless Services (DHS) and as a contract agency, has reporting responsibilities to DHS and is subject to inspections and audits by DHS, the New York State Office of Temporary and Disability Assistance and the Coalition for the Homeless of New York City.

Essential Duties and Responsibilities:

• Provide ongoing supervision to the Social Services Staff.
• Supervise the Case Management Services for all clients.
• Provide coverage for cases if requested by the Director.
• Respond to DHS inquires.
• Provide overall coverage in the absence of the Director.
• Meet all performance expectations established for the shelter by Care for the Homeless.
• Ensure that the program meets the contractual obligations and reporting requirements of or the Department of Homeless Services. Serve as the primary program liaison to DHS (when the Director is unavailable).
• Ensure adherence to DHS policies.
• Monitor cases to ensure that client services are provided in a timely fashion.
• Conduct case review audits and create Corrective Action Plans as needed.
• Ensure that all clients are appropriately screened, evaluated, and processed for all potential entitlements.
• Train Case Management staff to identify and develop strategies on how to approach service resistant clients.
• Works with the Director to Act as liaison with the community and all other community stakeholders.
• Maintain a healthy and safe environment for residents and staff while ensuring that residents all are moving towards attainment of supportive housing or independent living.
• Serve as the primary program liaison to DHS.
• Work alongside the Human Resources Department in adhering to the HR Policies and Procedures established in the Employee Handbook and
• Be responsible for maintaining effective communication with the entire staff.
• Works with the Director to ensure that the shelter remains in compliance with City and State regulations.
• Ensure shelter maintains its contractual compliance regarding program goals and objectives.
• Direct supervision of the following personnel: Case Manager, CASAC, and other staff assigned.

Qualifications

• A minimum of 3-7 years’ successful experience in the fields of: services to homeless people; clinical social work with medically frail, mentally ill, or at-risk populations. In addition, successful experience supervising clinical staff.
• Master’s level in Social Work, Mental Health Counselor or Non-Profit Business Administration, or appropriate, equal experience.

Skills:

• Excellent computer skills including proficiency in Microsoft Office.
• Strong verbal and written communication skills, with emphasis on face-to-face, empathetic communication with consumers.
• Exceptional leadership skills in dealing with the public, the staff and residents coupled with a personal commitment to serving the poor and disadvantaged.
• Experience working with people experiencing homelessness, people with a mental health diagnosis and medically frail populations.
