Job summary

RTX’s Naval Systems & Sustainment (NSS) seeks a Director of Program Management to lead the Ship Systems Integration & Sustainment portfolio from onsite Tewksbury, MA. The role oversees a $450M annual portfolio, 70+ contracts and a 600-strong team across nine sites, driving sustainment, modernization, and fleet readiness.

You will shape strategy, engage Navy leadership, mentor staff, and ensure cost and schedule commitments through EVMS and IPT leadership, with frequent travel.

Qualifications

• University degree or equivalent with 12–14 years in PM roles.
• Experience managing cost, schedule, and technical performance with EVMS and EACs.
• Proven proposal leadership and capture experience.
• Leadership of cross-functional teams across engineering, operations, and contracts.
• Experience reporting program metrics to senior leadership.
• Previous program management experience at scale.
• Experience leading or managing teams directly or indirectly.
• PM Level 2 Certification or ability to obtain within 1 year.

The Naval Systems & Sustainment (NSS) Sub-Strategic Business Unit is seeking a Director of Program Management to lead the Ship Systems Integration & Sustainment (SSIS) portfolio. This position oversees a $450M annual portfolio, 70+ active contracts exceeding $3B in funded value, and a geographically dispersed organization of over 600 employees across nine Raytheon sites. The Director will provide strategic leadership across sustainment, modernization, engineering, depot operations, production, and fleet emergent activity.

Will You Will Do:

• Lead strategic execution, customer engagement, and long‑range planning for the SSIS portfolio.
• Manage performance across engineering, depot, production, sustainment, modernization, and fleet‑emergent operations.
• Oversee proposal activity (> $500M annually), drive strategy aligned with Navy mission needs, develop talent, and interface with senior Navy leadership (O‑6/O‑7).
• Work closely with the NSS Vice President and other members of the NSS team on myriad of leadership tasks and business initiatives including but not limited to short- and long-term goal setting; long-range financial planning; and organizational development.
• Program Leader responsible for execution, staff development, critical Integrated Product Team and Control Account Manager across all portfolio contracts to meet cost and schedule commitments.
• Execute with Integrated Product Team Leads (IPTLs) and lead engineering staff across multiple functions to improve efficiency with actionable metrics that achieve goals and increased availability.
• Interface directly with Navy program offices to collaborate on the direction of the program
• Lead assessment and corrective action on the performance of the program through analysis of current earned value and technical metrics
• Interface with senior Raytheon portfolio leadership to report status, represent the program and customer needs, and advocate for the portfolio of products
• Display strong communication, influence management, and presentation skills, and comfortably interact with both internal and external stakeholders at all levels of leadership.

• Ability to travel 30% -50% as needed

Qualifications You Must Have

• Typically requires a University Degree or equivalent experience and minimum 14 years prior relevant experience, or An Advanced Degree in a related field and minimum 12 years’ experience.
• Prior Experience managing cost, schedule, and technical performance for programs with use ofprogram managementtoolssuch as EarnedValueManagementSystem (EVMS), Riskand OpportunityManagement, Estimate at Completions (EACs), etc.
• Prior Experience leading proposal activity and franchise capture experience
• Prior Experienceleadingcross‑functionalteams to include, but not limited to, any combination of the following: Engineering, Operations and Supply Chain, Contracts, Finance, and/or administrative functions
• Prior Experienceengagingand reporting on key program information (ex: metrics, schedules etc.)
• Prior program/project management experience

• Program Management Level 2 Certified or ability to achieve certification within 1 year

Qualifications We Prefer:

• Demonstrated experience managing staffing, assignments, and resource deployment across multiple locations.
• Proven customer relationship experience with NAVSEA, NAVSUP, shipyards, and government representatives.
• Knowledge of U.S. Navy surface combatant systems (SPY‑1, SPY‑6, CIWS).
• Strong collaboration across engineering, operations, depot, production, and supply chain teams.
• Excellent communication skills with proven ability to facilitate teamwork across functions
• Proven success creating and maintaining strong executive level relationships with suppliers, customers, government representatives, primes and internal peers
• Proven ability to manage cross-functional teams and projects in a fast-paced environment
• Experience with depot operations, modernization, or shipyard integration.
• Experience resolving fleet‑emergent issues, driving execution improvements, and supporting sustainment growth strategies.
• Strong analytical thinking and decision-making.
• Familiarity with EVMS, Jira/Agile, RLPM, and CORE.
• Experience leveraging strong analytical, research, and problem-solving skills to drive execution, coordination, and growth strategies
• Knowledge of US and International Navy missions and strong ties throughout the customer community that are critical to successfully fielding complex systems
• Ability to obtain and maintain TS/SCI clearance.

The salary range for this role is 186,200 USD - 353,800 USD. The salary range provided is a good faith estimate representative of all experience levels.
