Job summary

The Cuyahoga County Board of Developmental Disabilities (Cuyahoga DD) seeks a director to oversee and direct Service and Support Administration, including Medicaid and Waiver services, to individuals with disabilities. Qualifications

  • Master's degree is required in psychology, social work, special education, public administration, or a related field.
  • Five years’ successful experience working with programs for DD persons and their families is required.
  • Minimum of three years of supervisory experience is required.
  • Eligibility for State Department of DD SSA Supervisor certification with certification occurring within state statute timelines.
  • Valid state of Ohio driver’s license and continued maintenance of excellent driving record.

Overview

The Cuyahoga County Board of Developmental Disabilities (Cuyahoga DD) is seeking a director to oversee and direct the implementation of Service and Support Administration (SSA), including all aspects of Medicaid and Waiver services, and use of local funds, to all people with disabilities needing such services. Manage specialty areas related to SSA work. Direct the development of SSA policies and procedures related to Support Administration (SA) practice. The nature of work will include, but is not limited to the following:

  • Plan, develop and manage the delivery of service and support administration services to all individuals needing such service. Maximize utilization of community resources, local funds, Medicaid and/or Waiver funding for services.
  • Direct responses to complex situations or complaints related to all SSA services. Provide coaching to SAs and leadership team related to these situations in order to maximize positive outcomes and improve overall customer experience for those receiving SSA services from Cuyahoga DD.
  • Hire, assign, evaluate and supervise support administration management teams and their staff who provide service and support administration to assigned people with disabilities. Provide ongoing coaching and opportunities for staff development and professional growth for leadership team. Implement performance standards and measures to ensure compliance with rules and regulations governing delivery of SSA functions.
  • Collaborate with other Cuyahoga DD departments to ensure compliance with applicable rules and regulations, and to coordinate and improve delivery of quality services to individuals assigned to Support Administration.
  • Assist with the implementation and development of goals related to Cuyahoga DD annual or strategic plan. Assist with the development of priority areas and plans for areas of growth or development for the SSA department.
  • Direct and manage the activities of specialized SA teams, including the work related to housing, employment, intake and eligibility, etc. Review and provide feedback on recommendations for new housing development for individuals receiving or in need of community residential services and supports.
  • Organize and manage the provision of information, training and technical assistance to Cuyahoga DD and SSA Management and staff, providers, families and other interested parties on all topics and services within area of responsibility. Direct staff regarding authorization of Medicaid-funded and/or locally-funded community and residential services and supports.
  • Provide consultation and technical support to Cuyahoga DD staff, consumers, families, and outside agencies regarding procedures to access and maintain Medicaid-funded and/or locally-funded community residential services and supports.
  • Represent Cuyahoga DD on assigned committees and participate in planning with other state and local agencies (CCADAMHS, DoDD, CCDCFS, etc.) regarding support administration and related topics. Attend applicable conferences/meetings on Medicaid funding, Service and Support Administration and other related topics.
  • Participate in the Medicaid Administrative Claiming (MAC) program in accordance with DoDD rules and regulations and guidance from the Cuyahoga DD MAC Coordinator.
  • Perform other duties as assigned.

SUPERVISORY DUTIES: Supervision of SA Managers (including various specialty areas), SA supervisors and Support Administrators assigned to perform SSA functions.

PERSONAL CONTACTS: All Cuyahoga DD staff, service providers, people with disabilities and families receiving services, DoDD and other State agencies, county and other community agencies.

UNUSUAL WORKING CONDITIONS: Flexible Work schedule; some evening and weekend meetings. Occasional travel in county and out of county

SALARY: The salary listed in the header is the base salary for all department directors in Pay Schedule G. It is important to understand that the actual starting salary will be determined based on many factors including the breadth and depth of the knowledge, skills, education and experiences brought by the candidate. Also, it is Cuyahoga DD’s intent to pay each employee a salary that is reasonable and competitive based on the market rate for the position, while also considering not only internal equity but also the budgetary constraints.

Remote Work: There is an onsite expectation for all leadership positions. This position will work a hybrid work schedule that includes some remote work at the direction of the Superintendent. This position is based at our Donzella Administration building.
