Job summary

Williams seeks a Director of Rates & Regulatory to lead a team in developing interstate pipeline rates and tariff strategies. You will collaborate with partners to align regulatory work with business objectives and customer needs, guiding rate timing studies and policy development.

The role requires extensive FERC/regulatory accounting knowledge, strong leadership, and hands-on budgeting, forecasting, and team mentorship to drive successful regulatory outcomes.

Qualifications

  • Bachelor’s degree required; 5+ years supervisory/management experience; 10+ years accounting experience.
  • CPA is preferred.

Responsibilities

  • Leads a team to develop rates and tariff strategies for interstate pipeline systems.
  • Designs and coordinates solutions aligning with business objectives and customer needs.
  • Oversees rate base analysis, cost of service, rate design and timing studies.
  • Mentors team and ensures compliance with requirements, standards, and processes.
  • Leads responses to FERC data requests and other regulatory obligations.

The Director of Rates & Regulatory is responsible for leading a team of professionals while collaborating with our business partners to develop rates and tariffs strategies for the interstate pipeline system. This role will design and coordinate solutions to meet customer needs that align with our business objectives. Strategic ability and good judgment are keys to success in this role!

Responsibilities/Expectations:
  • Collaborates with others to identify strategy and approach for rate cases and tariff filings
  • Develops and maintains all policies, processes and standards and ensures compliance with regulatory requirements
  • Oversees the modeling and analysis of rate base, cost of services, rate design and other items for rate cases and rate timing studies
  • Develops assumptions for volume and revenue budgeting and forecasting based on market analysis, contractual provisions and regulatory considerations
  • Integrates regulatory strategy with business, capital and financial planning
  • Provides research and education on regulatory issues
  • Coordinates workforce planning and career development activities for direct employees
  • Develops/handles budgets, plan and forecasts; conducts regular cost analysis
  • Mentors others and holds team accountable for performing all work in accordance with requirements, standards, policies, procedures and processes
  • Leads responses to FERC and other regulatory agency data requests and compliance requirements
  • Other duties as assigned
Education/Years of Experience:
  • Required: Bachelor’s degree; a minimum five (5) years’ supervisory or management experience and minimum ten (10) years’ relevant accounting experience
  • Preferred: Certified Public Accountant (CPA)
Other Requirements/Responsibilities:
  • Demonstrates excellent organizational/interpersonal skills and safety as the utmost priority
  • Proficiency in Microsoft Office Applications and PC skills
  • Extensive knowledge of FERC regulations and accounting requirements/processes
  • Champions certificate and modernization activities for all FERC‑regulated interstate pipelines and storage facilities across Transmission, Power, and Gulf
  • Executes end‑to‑end FERC certificate filings, including major expansions, abandonments, prior notices, blanket certificates, 2.55(b) reports, and related regulatory submissions
  • Drives certificate and compliance strategies that align regulatory outcomes with business objectives
