Job summary

CB&I is seeking a Director of Nuclear Quality Assurance (NQA) to lead CB&I’s NQA program across all nuclear projects and sites. You will supervise site Project Quality Managers and Corporate Quality Managers, ensuring compliant, risk-informed application of nuclear quality requirements and regulatory standards.

You will interface with regulators, clients, and JV partners, drive audits, NCRs/CARs, and continuous improvement while maintaining ASME and ISO certifications.

Qualifications

• Bachelor’s degree in a business, engineering or quality discipline or equivalent.
• Minimum of 10 years of relevant experience.
• Strong interpersonal skills to work with other departments.
• Leadership/management, excellent written and verbal communication, analytical and problem-solving skills.
• Proficient with MS Office suite; project planning skills are essential.
• Attention to detail is crucial.
• Strong knowledge of industry codes and standards (ASME, API, etc.).

Overview

The Director, Quality Assurance Nuclear (DQAN) is accountable for the development, implementation, and governance of CB&I’s Nuclear Quality Assurance (NQA) Program across all nuclear projects and sites. This role provides functional leadership and oversight to all site based Project Quality Managers, ensuring consistent, compliant, and risk informed application of nuclear quality requirements, regulatory requirements, and project phase, including oversight of internal audits, management assessments, and supplier/source assurance activities.

The DQAN acts as CB&I’s senior quality authority for nuclear work, interfacing with clients, regulators, joint venture (JV) partners, and senior internal leadership to ensure that quality programs protect nuclear safety while enabling efficient and effective project delivery.

Responsibilities

Nuclear Quality Program Leadership

• Own and maintain CB&I’s certified Nuclear Quality Program, ensuring alignment with ASME NQA-1, ASME Section III, Division 1 and NCA of the ASME BPV code, and client contractual obligations (10 CFR 50 Appendix B).
• Establish clear governance of quality requirements, ensuring requirements are applied rigorously but proportionately based on:
• Ensure completion of activities related to the preparation, review, approval and distribution of the Nuclear Quality Assurance Manual (NQAM)
• Ensuring Nuclear Documents (NDs) are prepared, reviewed and approved.
• Maintain existing ASME Certificates of Authorization and ISO 9001 and 19443 certifications related to the company’s NQA program.
• Participate in audit exit interviews to review the results at the end of an audit.
• Participate in supplier evaluations and audits as necessary.
• If needed, select, train, qualify and certify Lead Auditors

Functional Leadership of Project Quality Managers and Corporate Quality Managers

• Provide functional leadership, direction, and performance management for all site‑based Project Quality Managers and Corporate Quality Managers.
• Ensure consistent interpretation and application of the NQA Program across sites, JV’s, and project phases.
• Set expectations for quality leadership functions, delegations of authority, and decision‑making authority.
• Support workforce planning, employee capability development, and succession planning for nuclear quality roles. (Resource Management)
• Ensure Senior Management, including Quality Managers are properly trained and indoctrinated as applicable.

Project Execution & Site Oversight

• Oversee and support business development and estimating activities for Quality requirements for potential new projects.
• Oversee quality readiness and mobilization for new nuclear projects and project phases.
• Review and approve project‑specific Quality Plans (PQPs)
• Reviewing all Client/Owner technical documents
• Evaluate and control NCRs that require 10 CFR 21 Reporting and follow procedure
• Provide top management escalation support for:
  • Significant non‑conformances
  • Condition adverse to quality
  • Regulatory or client findings
• Ensure timely and effective corrective actions, lessons learned, and continuous improvement.
• Reviewing and dispositioning of Observation Reports (ORs) and Corrective Action Requests (CARs).
• Reviewing monthly OR and CAR logs to management and ensuring closure of open ORs and CARs.
• Maintain and control code stamps at work sites

Regulatory, Client & External Interface

• Act as the senior point of contact for regulators, owners, and clients on nuclear quality matters.
• Support regulatory inspections, audits, and assessments, including preparation, execution, and follow‑up.
• Interface with JV partners to ensure alignment on quality expectations, roles, and accountability.

Governance, Assurance & Continuous Improvement

• Establish quality performance metrics and reporting for senior leadership.
• Lead management reviews, and quality improvement initiatives.
• Drive standardization and lessons learned across projects to improve future execution and readiness.

Qualifications

• Bachelor’s Degree in a Business, Engineering or Quality discipline or equivalent.
• Minimum of 10 Years relevant Experience.
• Must have strong interpersonal skills to work with other departments in a tactful and effective manner.
• Strong leadership and management skills, excellent written and verbal communication, strong analytical, problem solving, and risk assessment skills.
• Must possess computer proficiency with working knowledge of Microsoft Office Products, including Word, Excel, Power Point, Access and Visio. Project Planning skills are essential.
• Strong attention to detail.
• Strong working knowledge of applicable industry codes and standards such as ASME, API, AWWA, etc.

Ability to direct and manage team members with day-to-day activities as well as special projects to assure timely completion.

Skills and Behaviors

• Demonstrate knowledge & experience in Welding, NDT, Quality Assurance and Quality Control in order to meet project requirements.
• Ability to review Project Quality Plans and procedures in line with the Customer requirements, Project Execution Strategy and the Project Estimating Basis.
• Interface with clients, suppliers, sub-contractors, third parties, JV partners on issues related to quality.
• Coordinate with Project Management, Engineering, Procurement, and Construction functions in an ongoing basis to ensure project requirements are met.
• Reviewing Quality Manuals, documents, and implementation procedures to verify compliance with customer requirements, industry codes and standards, local regulations.
• Interfacing with Area Operations Management to align area improvement initiatives with business objectives.
