Qualifications

  • 10+ years of nuclear quality assurance and quality control experience.
  • Solid knowledge of nuclear/non-nuclear codes and standards including 10 CFR 50 Appendix B, ASME NQA-1, ASME BPVC.
  • Qualified nuclear Lead Auditor with leadership experience.
  • Demonstrated ability to manage embedded project quality staff.
  • Experience developing project quality plans, surveillances, and hold-point inspections.
  • Strong organizational and communication skills with a service mindset.

Instead of constructing each plant on-site from scratch - a process that takes 10-15 years and is too expensive and unpredictable to finance - we build our plants like ships: in a factory, on an assembly line, then transport and assemble them at the site. This cuts costs by over 60% and brings plants online in just three years. We also pair natural gas with nuclear at our sites, so customers can start receiving power from gas turbines right away and then switch over to clean nuclear power once it comes online - getting energy to the grid faster while nuclear is being built. Our mission is to make nuclear energy abundant, affordable, and repeatable at global scale. We use proven, already-approved reactor designs and work with existing nuclear and industrial sites, giving us a faster path to regulatory approval. By manufacturing this way, we put nuclear power on the same cost-reduction curve that has made wind, solar, and batteries cheaper every year.

Role Summary

The Project Quality Manager is a senior leadership role within Blue Energy's Quality Assurance organization, reporting directly to the Director, Quality, and owning project-level quality execution across engineering, procurement, and construction activities. This role manages the Project Quality Assurance (PQA) Leads and Project Quality Engineers (PQE) assigned per project, developing project quality plans, executing surveillances and hold-point inspections, and verifying that deliverables meet contractual and regulatory acceptance criteria. This role will initially include Quality Control responsibility

This position will help ensure alignment with NRC regulatory requirements, 10 CFR 50 Appendix B, ASME NQA-1, and ASME BPVC keeping project execution defensible and audit-ready as Blue Energy's nuclear development program moves from licensing into construction.

Key Responsibilities
Project Quality Planning & Governance
  • Develop and maintain project quality plans aligned to 10 CFR 50 Appendix B, ASME NQA-1, ASME III and contractual/regulatory acceptance criteria.
  • Establish quality hold points, witness points, and surveillance schedules for each active project.
  • Maintain project-level quality metrics and reporting to support leadership visibility and NRC inspection readiness.
Surveillance & Inspection Operations
  • Perform and oversee site surveillances, hold-point inspections, and receipt inspections across active project sites.
  • Review purchase orders and contracts to verify correct quality requirements are specified before award.
  • Verify deliverables meet contractual and regulatory acceptance criteria prior to release or turnover.
  • Identify, track, and ensure proper closeout of non-conforming conditions and conditions adverse to quality.
Supplier & Contractor Quality Interface
  • Coordinate with Supplier Quality on audits, assessments, and approved-supplier status for project-assigned suppliers.
  • Support disposition of nonconformances and corrective actions identified during project execution through the Corrective Action Program (CAP).
Reporting, Quality & Compliance
  • Maintain dashboards and reporting tools that provide visibility into surveillance status, inspection findings, and outstanding actions.
  • Support internal and NRC or third-party audits and inspections related to project quality.
  • Ensure documentation and records generated by project quality activities are controlled per Document Control and Records Management requirements.
Team & Stakeholder Support
  • Manage and mentor Project Quality Assurance (PQA) Leads and Project Quality Engineers (PQE) assigned per project.
  • Foster quality (nuclear and non-nuclear) quality culture and concepts to the Blue Energy project team.
  • Partner with engineering, construction, and project management teams to embed quality requirements throughout the project lifecycle.
  • Represent Quality in project meetings, design reviews, and change control processes as required.
Qualifications
  • 10+ years of experience in nuclear quality assurance and quality control.
  • Solid working knowledge and experience of nuclear and non-nuclear codes, standards, and methodologies, including 10 CFR 50 Appendix B, ASME NQA-1, and ASME BPVC.
  • Qualified nuclear Lead Auditor.
  • Demonstrated managerial and leadership experience, including managing embedded project quality staff.
  • Experience developing project quality plans and performing surveillances and hold-point inspections.
  • Strong organizational and communication skills, with a service-oriented mindset partnering across engineering, procurement, and construction.
Preferred Qualifications
  • Quality Control (QC) and receipt inspection experience preferred.
  • Experience supporting large-scale infrastructure, construction, or energy projects; nuclear development projects strongly preferred.
  • Experience developing project quality processes from the ground up in a program build-out setting.
  • Familiarity with NQA-1 program elements and 10 CFR 50 Appendix B criteria at the project level.
  • Relevant certifications in quality assurance, auditing, or project management (e.g., ASQ CQA, certified nuclear Lead Auditor).
