Responsibilities:

- Actively track government and open-source platforms to identify business opportunities within targeted market sectors.

- Contribute to go/no-go decision-making by assessing proposal resource availability and timeline feasibility.

- Oversee all stages of the proposal lifecycle, ensuring timely and cost-effective delivery.

- Analyze and interpret RFP requirements to guide proposal content and structure.

- Assemble and lead proposal teams, managing daily operations, schedules, and budgets.

- Provide leadership and supervision to proposal contributors throughout the development process.

- Create compliance matrices and ensure all proposal elements meet solicitation requirements.

- Support proposal writing efforts and identify subject matter experts to contribute specialized content.

- Recruit and guide writers, and produce visual elements such as covers and graphics.

- Manage proposal production logistics and ensure successful delivery of final documents.

- Update resumes, project descriptions, and past performance records during proposal close-out.

- Develop and maintain robust proposal planning tools including outlines, schedules, budgets, storyboards, win themes, and action items.

- Lead productive kickoff and review meetings, establish proposal calendars, and secure team commitment to deadlines and deliverables.

- Drive the creation of compelling win themes and unique value propositions.

- Conduct targeted interviews with technical and program staff to extract key insights for proposal content.

- Review storyboards and draft sections to ensure alignment with customer requirements and page limits.

- Perform final quality assurance checks across all proposal volumes for accuracy and consistency.

- Ensure full compliance with RFP specifications across all proposal components.

- Manage post-submission tasks including Final Proposal Revisions (FPRs), Evaluation Notices (ENs), client debriefs, and document archiving.

- Share insights and lessons learned to enhance future proposal efforts across business units.

- Review proposals developed by other team members to ensure quality and consistency.

- Partner with Director of Contracts to refine and document proposal processes and best practices.
