The Yuhaaviatam of San Manuel Nation is seeking a Director of Pre-Construction and Development to lead estimating, budgeting, scheduling, procurement planning, and client collaboration for strategic project execution. This role builds cost databases, partners with leaders across the organization, and guides multi-disciplinary teams from concept through delivery.

The Director of Pre-Construction and Development will lead the department in estimating, budgeting, scheduling, procurement planning, and client collaboration to ensure projects are accurately scoped, competitively priced, and strategically positioned for successful execution. This role will be accountable for developing and maintaining a historical database to better provide cost and schedule estimates for future projects. This Director will have responsibility for establishing relationships with business leaders across the organization, understanding key business drivers and partnering with other stakeholders and development professionals to formulate financial and operational needs analysis in both short- and long-term construction-based plans.
Bachelor’s Degree in Construction Management, Engineering, Architecture or related field required. Minimum ten (10) years of progressively responsible experience in Architecture, Engineering, Construction and/or Construction Management overseeing large, diverse construction developments. Minimum eight (8) years vendor management and/or supervisory experience required. Related, relevant, and/or direct experience may be considered in lieu of minimum educational requirements indicated above.
Demonstrated experience leading pre-construction and/or project management of large-scale commercial, healthcare, retail, industrial, hospitality, municipal, tribal, or multi-site capital projects with a minimum value of $10 million dollars. Proficiency with reading blueprints, plans, specs, contracts, purchase orders, change orders, etc. Experience creating and maintaining cost databases, benchmarking systems, and forecasting tools Proven track record of partnering with executive leadership and cross-functional stakeholders to develop and execute capital project strategies. Experience managing architects, engineers, contractors, consultants, and permitting authorities throughout project planning and development phases Effective at presenting information and responding to questions and/or concerns from management, staff, customers, public groups, regulatory agencies, and/or executive leadership. Must be knowledgeable about a wide variety of building systems, including shoring, foundation design, structural systems, exterior cladding, roofing, mechanical, electrical, plumbing, interior finishes, etc. Must be knowledgeable about construction techniques that can be used to obtain the desired aesthetic or functional building performance results. Organized and able to effectively manage multiple, diverse tasks and adhere to tight deadlines. Must be culturally competent and effective in a multi-cultural environment. Strong leadership and people management skills required with good motivational and collaboration emphasis; communicates change effectively, overcomes resistance, and builds commitment. Experience with organizational transformation, including the development and implementation of effective operating models in large-scale, complex organizations. Must be personable and professional, capable of using caution and discretion in communication. Must be proficient in Microsoft Excel, Word, Project, Bluebeam (or similar), PowerPoint, and SharePoint.
At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license. Authorized Driver: Role requires operation or driving of Tribe-owned vehicles or driving patron vehicles. A valid driver’s license with an acceptable driving record as determined by the insurance carrier is required.

Primary work environment is in a climate-controlled office setting. Work requires travel to visit jobsites, attend meetings, trade shows, and conferences. Physical activities that apply to the essential functions of the position are balancing, stooping, kneeling, crouching, reaching, pushing, pulling, lifting, grasping, talking, hearing, and repetitive motions. Hearing sufficient to hear conversational levels in person, via videoconference and over the telephone. Speech sufficient to make oneself heard and understood in person, in front of groups, in meetings, via videoconference and over the telephone. Visual acuity that meets the requirements of the position: The worker is required to have close visual acuity to perform an activity such as preparing and analyzing data and figures; transcribing; viewing a computer terminal; expansive reading and visual inspection of employees, visitors or facility. Mobility sufficient to safely move in an office environment, walk, stoop, bend and kneel, and enter, exit and operate a motor vehicle in the course of travel to promotional events, meetings, conferences, trade shows and San Manuel properties. Endurance sufficient to sit, walk and stand for extended periods, and maintain efficiency throughout the entire work shift and during extended work hours.
