Job summary

The NYC Financial Information Services Agency-Office of Payroll Administration seeks a Director of Payroll Customer Service to ensure compliance with City policies and manage six units including Check Replacement, Ordered Deductions, Transit Benefit, Check Distribution, Payroll Refund and Adjustment, and Union Services.

Under minimal supervision, this role will lead procedures, oversee staff, and prepare analytical reports to summarize division activities and demographic data for city employees

Qualifications

• Requires a baccalaureate degree with 24 accounting credits and four years of professional accounting or auditing experience, including supervisory experience.
• CPA license and relevant supervisory experience are required or preferred.
• Must understand NYC payroll, financial and HR systems and demonstrated ability to analyze payroll data.

Responsibilities

• Analyze, document, implement, and monitor procedures for six units to ensure regulatory compliance.
• Manage check replacement process for city employees and agencies.
• Oversee deductions/payments for court and administrative orders.
• Oversee Transit Benefit program and contractor payments.
• Direct distribution of city payroll checks and direct deposit statements.
• Oversee payroll check cancellations, beneficiary payments, and recoupment of overpayments.
• Oversee deductions and remittances for union and insurance deductions; manage monthly billing to unions/insurers.
• Provide administrative management and oversight to staff within the six units.
• Prepare analytical reports on division activities and employee impact data.
• Participate in projects as assigned by Executive Management.
