Job summary

Reno-Sparks Indian Colony Housing Department (RSICHD) is seeking a Director to serve as the chief administrative officer. The role reports to the Tribal Chairman and RSICHD Board, implementing policies across all department operations.

The Director will oversee budget and finance, housing development, procurement, staff management and reporting, while ensuring compliance with HUD directives and tribal procedures.

Qualifications

• Bachelor Degree: in Business, Public Administration, Finance or equivalent experience.
• Experience in administration of HUD funded housing programs or similar funding programs.
• Proven ability to communicate with diverse audiences on complex topics from simple tenant agreements to advanced funding schemes and housing development projects.
• Demonstrated knowledge of generally accepted governmental accounting principles, including preparing financial statements and budgeting.
• Knowledge of procurement, liability management, financial controls and monitoring contracts for compliance.
• Ability to prepare clear, concise financial statements and reports; maintain records per Tribal procedures.
• Proven independent judgement within general policy guidelines.
• Must secure a bond, pass a security background check, and possess a Nevada driver’s license.

Responsibilities

• Oversee day-to-day administration of RSICHD, including budget/finance, office management, procurement, inventory, housing development, and staff.
• Supervise RSICHD operations and ensure uniformity of procedures.
• Develop and implement actions on operational issues within policy guidelines, seeking approvals when needed.
• Revise procedures to implement RSICHD policies with Board and Tribal Council concurrence.
• Review and analyze reports and progress toward objectives; report major problems to Council.
• Prepare and submit timely reports and correspondence for RSICHD activities to Tribal Council and Board.
• Oversee housing development and rehabilitation, including applications to HUD/Fannie Mae and coordination with agencies and stakeholders.
• Prepare bidding documents, oversee construction contracts, and manage related reporting and inspections.
• Coordinate occupancy and tenancy processes; enforce HUD directives and maintain operating statements and budgets.
