The Director of Training & WorkforceDevelopment serves as the strategic leader for employee

development, workforce readiness, leadershipgrowth, and training excellence within the Safety & Training

Department. Reporting to the Vice President ofSafety & Security, this position is responsible for

developing and executing enterprise-widetraining and workforce development strategies that strengthen

safety culture, reduce operational risk,improve workforce performance, and support organizational

excellence.

The Director provides leadership and oversightfor training, professional development, leadership

development, instructor qualification,onboarding, and employee career progression programs.

Working collaboratively with Operations,Maintenance, Safety, Human Resources, executive leadership and

the global L&D team, theposition ensures employees at all levels possess the knowledge, skills, and

competencies necessary to perform their dutiessafely, effectively, and consistently.

A key responsibility of this role isintegrating safety principles, accountability, risk awareness, and

operational discipline throughout the employeelifecycle—from recruitment and onboarding through

leadership development and successionplanning. The Director leads safety awareness campaigns,

workforce development initiatives, andleadership programs that promote continuous learning, employee

engagement, and a strong safety culture.

Through data-driven decision-making andcontinuous improvement, this position develops training and

workforce development solutions that enhanceemployee performance, strengthen leadership capability,

improve safety outcomes, and support RATPDev's commitment to safety, security, service, and operational

excellence.

Essential Duties andResponsibilities:

Training Strategy, Curriculum & Organizational Learning
  • Developand execute an enterprise-wide training and workforce development strategyaligned with safety, operational, and organizational goals.
  • Designand maintain standardized training frameworks, competency models, certificationrequirements, and qualification standards across all functions.
  • Design,implement, and continuously improve operator, supervisor, and leadershipdevelopment curricula to ensure responsiveness to evolving industry standards,regulatory requirements, and operational challenges.
  • Overseethe development, delivery, and continuous improvement of training programs forOperations, Maintenance, Safety, Customer Service, and Leadership.
  • Ensureall training content is current, compliant, and aligned with industry bestpractices and regulatory and global training requirements
  • Measuretraining effectiveness using performance metrics, audits, employee performanceindicators, and operational outcomes.
Workforce Development, Leadership & Succession Planning
  • Designand implement workforce development programs that strengthen employeeengagement, retention, career advancement, and workforce readiness.
  • Establishstructured career pathways, mentorship programs, and leadership pipelines forfrontline employees, supervisors, managers, and emerging leaders.
  • Leadleadership development programs focused on supervisory readiness, managementcapability, accountability, coaching, and high-potential employee growth.
  • Partnerwith Human Resources and Operations to support succession planning, talentdevelopment, and workforce capability planning.
  • Developprograms that prepare employees for advancement opportunities and strengthenorganizational bench strength.
Safety Training, Culture & Campaigns
  • Partnerwith Safety leadership to integrate safety principles into all training andworkforce development initiatives.
  • Developtraining programs focused on hazard recognition, risk reduction, incidentprevention, defensive driving, securement proficiency, regulatory compliance,and operational safety practices.
  • Leadenterprise safety campaigns, awareness initiatives, employee engagementprograms, and promotional activities that reinforce a strong safety culture.
  • Analyzesafety trends, audit findings, investigations, and incident data to identifytraining needs and drive corrective action strategies.
  • Ensurelessons learned from incidents, near misses, and operational events areincorporated into training and workforce development programs.
Recruitment Support, Onboarding & Workforce Readiness
  • Partnerwith Human Resources and Operations to support recruitment, onboarding, andworkforce attraction initiatives.
  • Supportworkforce readiness programs including new hire onboarding, orientation, andearly-career development.
  • Assistwith employer branding efforts, career fairs, community outreach, workforcepartnerships, and recruitment campaigns.
  • Developprograms that improve new hire retention, engagement, and job readiness.
  • Supportinitiatives that position RATP Dev as an employer of choice committed tosafety, employee development, and career growth.
Instructor Development & Training Quality
  • Establishand maintain instructor qualification, certification, and performancestandards.
  • Leadtrain-the-trainer programs to ensure consistency and quality in instructionaldelivery.
  • Evaluatetraining effectiveness and ensure continuous improvement across classroom,field, virtual, and on-the-job learning environments.
  • Promoteinnovative learning solutions and instructional best practices throughout theorganization.
Cross-Functional Collaboration & Organizational Support
  • Serve asa strategic partner to Operations, Maintenance, Safety, Security, and HumanResources.
  • Supportorganizational initiatives related to employee engagement, operationalperformance, risk reduction, and change management.
  • Lead orsupport special projects that improve workforce capability, safety performance,regulatory compliance, and organizational effectiveness.
  • Collaboratewith leaders across the organization to identify emerging workforce,operational, and safety challenges requiring training or development solutions.
Leadership Responsibilities
  • Provideleadership, coaching, mentoring, and direction to training and workforcedevelopment staff.
  • Setdepartmental goals, performance expectations, strategic priorities, anddevelopment plans.
