Job summary

Capital One is seeking a Director of Technical Program Management to lead large-scale initiatives within the Global Payment Network. You will guide cross-functional engineering teams, set program roadmaps, and ensure architectural alignment with long-term platform convergence.

You will mentor TPMs, drive measurable outcomes such as availability and cost efficiency, and translate technical tradeoffs into business impact within a regulated financial environment.

Qualifications

• Bachelor's degree in a technical field.
• 7+ years of experience managing technical programs.
• Experience designing distributed systems or SOA.
• Experience delivering large cross-functional programs.
• PMP/Lean/Agile/Six Sigma certification.
• 3+ years of people management or influencing an organization as an IC.
• Experience in regulated environments.

Responsibilities

• Contribute to TPM/Delivery strategy: establish operating mechanisms, maturity models, and tooling that scale across portfolios.
• Drive development of program roadmaps anchored in business objectives and technical solutions.
• Lead cross-platform technical investment planning and ensure architectural alignment toward platform convergence.
• Serve as executive escalation point for program risks and influence leaders on tradeoffs.
• Define measurable outcomes (availability, scalability, cost efficiency, developer velocity) and ensure delivery accountability across teams.
