Job summary

Thomasville City Schools seeks a Director of Testing & Accountability to lead state and federal accountability initiatives, data collection, analysis, reporting, and program evaluations across the district.

Qualifications

DIRECTOR – ACCOUNTABILITY AND TESTING

GENERAL STATEMENT OF JOB

Under limited supervision, performs a variety of professional and administrative tasks in directing the implementation of state and federal accountability programs: data collection, management, analysis, and reporting; providing data to various TCS departments to support their work; and conducting program evaluations and research projects. The employee is responsible for collecting, verifying and managing all available Value Added and EVAAS data for all teachers; analyzing and researching teachers’ performance data; generating and interpreting reports at the district, region, school, course and teacher levels; working with central/regional office staff on improving teacher performance; as well as training teachers, principals, and central office staff in applying research findings to improve teaching and learning. Employee provides departmental and district leadership, and is responsible for managing large data projects; preparing and submitting documents to the North Carolina Department of Public Instruction; and analyzing the testing data. Reports to the Chief of Schools and Wellness.

SPECIFIC DUTIES AND RESPONSIBILITIES

ESSENTIAL JOB FUNCTIONS: Accountability

Analyzes, creates and interprets EVAAS historical performance data and reports at the district, region, school, course, teacher and student levels.

Combines EVAAS data with district/state ongoing formative assessment data to create and interpret teachers/students current performance reports, and to monitor teachers/students current performance at the region, district, school, course, teacher and student levels.

Provides guidance and technical assistance in research design, program evaluation and data analysis, appropriate statistical analysis, appropriate psychometric practices and methods of displaying data, and interpreting test results.

Provides data analysis and reporting; designs data-collection strategies; collects and/or assembles data; designs basic information services to facilitate the analysis of data; identifies and applies appropriate statistical analysis; produces graphical, tabular and narrative summaries of data and statistical analysis; writes reports and executive summaries of findings. Prepares charts and graphs to illustrate data trends.

Prepares data presentations as needed.

Provides training in the understanding and application of Value Added and EVAAS results to teachers, principals, and regional administration.

Provides technical assistance to schools regarding accountability, testing and evaluation results as well as school improvement.

ESSENTIAL JOB FUNCTIONS: Testing

Supervises and manages implementation of all components of state and federal accountability programs; interprets policies and guidelines governing accountability programs and ensures district compliance; submits accountability data and documents to the North Carolina Department of Public Instruction; and prepares and submits required reports for the district.

Designs data collection strategies; establishes and implements appropriate procedures for evaluating and verifying accuracy of all state and federal accountability data and documents; collects and compiles data from various sources; ensures data integrity and security; maintains student and personnel confidentiality; and prepares accountability reports.

Conducts statistical analyses; produces graphs, tables, and narrative summaries of data and statistical analysis results.

Responds to requests for data and information from TCS schools, departments, and administrators, providing timely and collaborative service; and makes oral and written presentations of data and analyses, as requested.

Serves as liaison between school leadership teams, school administration, district leadership, and State Department of Public Instruction; provides consultation for district staff and administration regarding testing data analysis and interpretation; provides guidance on appropriate methods of displaying data; links testing results to curriculum and instruction.

Coordinates program evaluation services for the district; provides leadership in designing, conducting, interpreting, and reporting the district's program evaluations; and designs surveys and other data collection instruments.

ADDITIONAL JOB FUNCTIONS

Performs special projects as assigned. Performs other related work as required.

MINIMUM TRAINING AND EXPERIENCE

Master’s degree required in Education, Educational Leadership or related field and 5-7 years of experience equivalent combination of training and experience, which provides the required skills, knowledge, and abilities. School based leadership experience preferred.

PHYSICAL REQUIREMENTS

Must be able to physically perform the basic life operational functions of hearing, talking, and repetitive motions. While performing the responsibility of this job the employee is regularly expected to stand and walk and sometimes has to stoop, kneel, or crouch. Must be able to perform sedentary work exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects.
