Job summary

Commence is seeking a Director of Technical Delivery to lead technology program delivery for federal and commercial healthcare customers. You will direct a team of delivery managers, BAs, TPMs, Solution Architects, and Implementation specialists, aligning plans with engineering, data, and security.

You will own delivery outcomes, establish metrics, and ensure early compliance and security obligations across programs, while coordinating across leadership for capacity and roadmap sequencing.

Qualifications

Requirements

Commence is seeking a Director of Technical Delivery to lead the function accountable for delivering technology programs to our federal and commercial healthcare customers. Technical Delivery owns scope, execution, and technical delivery performance across the program portfolio, and coordinates the resources required to execute, drawing across Engineering, Data, Infrastructure, and Security. The Director leads a team of Technical Delivery Managers, Technical Business Analysts, Solution Architects, and Implementation Specialists.

• Lead and develop the Technical Delivery organization, including Technical Delivery Managers, Technical BAs, TPMs, Solution Architects, and Implementation, with accountability for hiring, coaching, performance management, and career development.
• Own technical delivery outcomes across the program portfolio.
• Establish consistent delivery practice across programs, including intake, estimation, planning cadence, status reporting, risk and issue management, and change control.
• Coordinate resource demand across Engineering, Data, Infrastructure, and Security, sequencing competing program needs and escalating contention to leadership with clear tradeoffs rather than absorbing it.
• Own the customer implementation lifecycle from executed contract through go-live, hypercare, and transition to production support, including defined handoff criteria between phases.
• Serve as the senior delivery point of contact for customer and partner stakeholders, including government program offices and prime contractors.
• Establish and report technical delivery metrics that make portfolio health visible: milestone performance, cycle time, escalation volume, and forecast accuracy.
• Ensure contract deliverables, security requirements, and compliance obligations are identified early and tracked to completion, in partnership with Security and DevSecOps.
• Partner with Engineering leadership on capacity planning and with Technical Product on roadmap sequencing where program needs and platform direction intersect.
• Support capture and pursuit activity with delivery estimating, staffing plans, and execution approach, in coordination with the Chief Architect and Growth.

Qualifications

• 10+ years delivering complex technology programs, including 5+ years leading delivery managers, program managers, or equivalent.
• Demonstrated accountability for a portfolio of concurrent programs with independent scope, schedule, and contract obligations.
• Experience delivering under federal contract vehicles, including familiarity with contract deliverables, period of performance constraints, and government stakeholder management.
• Strong technical fluency: able to challenge estimates, understand architectural tradeoffs, and hold technical teams to account without managing them directly.
• Experience operating a matrixed resourcing model where delivery accountability and people management sit in different reporting lines.
• Experience with Agile or SAFe delivery and with Atlassian Jira and Confluence or equivalent tooling.
• Excellent written and verbal communication, including executive and customer facing reporting.
• Bachelor's degree in a technical, business, or related field; equivalent experience considered.

Preferred Qualifications

• Federal health program experience, including CMS, VA, or DHA.
• Working knowledge of federal compliance frameworks, including FISMA, IL4+, and CMMC, and of the ATO process.
• Experience with customer implementation and onboarding for a software platform, including data migration and integration.
• PMP, SAFe, or equivalent certification.
• Familiarity with healthcare data standards, including HL7 FHIR, X12, ICD-10, and CPT.
