Job Overview
The Director of Procurement is responsible for leading procurement strategy, vendor management, purchasing operations, and procurement process optimization within a construction-focused organization. This role will oversee procurement activities while also providing leadership to estimating functions, ensuring alignment between purchasing, estimating, project requirements, and overall business objectives.
The ideal candidate is a strategic and data-driven procurement leader with strong negotiation skills, construction industry experience, and a proven ability to build effective vendor relationships. Estimating experience is highly valued, particularly for candidates who have managed or led estimating teams.
This position requires a balance of technical expertise, operational discipline, leadership, and strong communication skills. The successful candidate will be comfortable using data, analytics, and technology to improve procurement decisions and operational efficiency.
Key Responsibilities
- Develop and execute procurement strategies aligned with organizational objectives, project requirements, and cost-management goals.
- Lead and oversee procurement operations, including sourcing, purchasing, vendor selection, contract negotiations, and supplier performance management.
- Manage strategic vendor relationships, including Master Service Agreements (MSAs), pricing structures, rebates, lead times, payment terms, and service-level expectations.
- Negotiate pricing and contractual terms to achieve cost efficiencies while maintaining quality, reliability, and project timelines.
- Identify opportunities to improve procurement processes, reduce costs, optimize purchasing practices, and strengthen supplier performance.
- Monitor market conditions, supplier capacity, pricing trends, and material availability to support effective procurement planning.
- Partner closely with estimating, operations, project management, finance, and other departments to ensure procurement decisions align with project budgets and requirements.
- Provide leadership and strategic direction to estimating teams and department leads.
- Oversee two related departments, ensuring clear objectives, accountability, collaboration, and consistent execution.
- Establish and maintain standardized procurement and estimating processes, procedures, and performance metrics.
- Analyze procurement and estimating data to identify trends, risks, cost-saving opportunities, and areas for operational improvement.
- Utilize business intelligence and data analytics tools, including Power BI, to develop reports, dashboards, and actionable insights.
- Leverage AI and emerging data-analysis technologies to improve forecasting, decision-making, reporting, and procurement efficiency.
- Establish and monitor key performance indicators (KPIs) related to purchasing, vendor performance, cost savings, lead times, and estimating accuracy.
- Develop and maintain procurement policies, controls, documentation, and reporting processes.
- Coach, mentor, and develop procurement and estimating personnel while fostering accountability and collaboration.
- Build strong relationships across the organization and communicate procurement strategies, decisions, and performance effectively to leadership and stakeholders.
- Support continuous improvement initiatives and identify opportunities to automate or streamline procurement and estimating workflows.
- Ensure procurement activities comply with organizational policies, contractual requirements, and applicable industry standards.
Qualifications
- Bachelor’s degree in Supply Chain Management, Procurement, Business Administration, Construction Management, Finance, or a related field.
- Significant leadership experience in procurement, purchasing, sourcing, or supply chain management.
- Proven experience in the construction industry is required.
- Strong experience negotiating with vendors, suppliers, contractors, and strategic partners.
- Demonstrated experience managing vendor relationships, MSAs, rebates, pricing agreements, lead times, and procurement programs.
- Estimating experience is highly preferred, particularly experience leading or managing estimating teams.
- Strong understanding of construction materials, subcontractor/vendor procurement, project requirements, and cost management.
- Experience developing and implementing procurement processes, policies, and operational efficiencies.
- Strong analytical and data-driven decision-making skills.
- Experience with Power BI, business intelligence tools, or similar data analytics platforms.
- Comfortable using AI tools and data analytics to support business decisions and process improvement.
- Proven leadership experience managing multiple teams or departments.
- Excellent negotiation, communication, presentation, and interpersonal skills.
- Strong organizational and project management abilities.
- Ability to balance strategic planning with hands-on operational leadership.
