Job summary

SEPTA, the Southeastern Pennsylvania Transportation Authority, seeks a Director, Planning Programs to direct advanced planning for major transformation initiatives such as Trolley Modernization and Reimagining Regional Rail. You will oversee studies, budget alignment, and stakeholder coordination across regional agencies.

Ideal candidates have a PMP or similar qualification, strong leadership, and a track record of managing complex public transportation projects within a large agency.

Qualifications

• Bachelor’s degree in Urban Planning, Transportation Engineering, Architecture, or Public Administration with extensive project management experience.
• Experience managing large, complex projects for diverse industries and utilizing Project Management principles.
• PMP certification or equivalent preferred.
• Excellent verbal and written communication skills.
• Strong analytical skills to handle complex engineering and contract issues.
• Must possess a valid driver’s license.

Responsibilities

• Directs advanced planning work for SEPTA’s major service transformation initiatives.
• Initiates and oversees planning studies to meet SEPTA’s needs.
• Directs efforts to integrate long-range planning with budget development.
• Supports SEPTA Planning efforts as provided by DVRPC.
• Coordinates planning with MPOs in Delaware and New Jersey.
• Represents SEPTA with PennDOT, DVRPC and other agencies on planning matters.
• Oversees consultants in planning projects and capital investments.
• Liaises with external agencies on service changes.
• Manages day-to-day planning staff and training.
