Humane Rescue Alliance is seeking a Director of Human Resources to lead all core HR functions, from employee relations to compensation, benefits, and performance management. The role includes developing learning initiatives and partnering with senior leadership for organizational effectiveness.

This full-time position is based in Washington, DC, with a NJ campus option and a mix of on-site and remote responsibilities. The role emphasizes strategic leadership and hands-on HR operations.

Qualifications

• Strong knowledge of federal and state employment laws and HR best practices.
• Experience driving process automation and efficiency.
• Analytical mindset using people data for decision making.
• Excellent interpersonal, leadership, and problem-solving skills.
• Interest in and understanding of animal welfare.
• Previous leadership experience.

Responsibilities

• Establish and track HR metrics and KPIs to inform strategic decisions.
• Partner with Finance and IT to design scalable HR processes.
• Ensure governance and compliance across HR functions.
• Forecast workforce needs with organizational leadership.
• Lead development of equitable compensation strategies and job architecture.
• Supervise HR team members and support professional growth.
• Develop and manage the HR department budget with responsible stewardship.
