Inframark — CMS is seeking a Director of Operations to lead six department heads across CDD services in Florida. This hands-on role requires aligning district governance, maintenance, administration, amenities, and business development to deliver consistent, compliant service across a growing portfolio.
The ideal candidate has 8–12+ years in CDD or municipal operations, strong multi‑site leadership, and deep knowledge of Florida Chapter 190 governance.
Director of Operations
Community Development District (CDD) Services
Company: Inframark — CMS
Reports to: VP, Operations
Industry Context: Community Development District (CDD) management under Florida Chapter 190 — special districts responsible for financing, constructing, operating, and maintaining community-wide infrastructure
Inframark is the largest CDD management firm in Florida, serving Community Development Districts under Chapter 190 — special districts governed by elected Boards of Supervisors that finance, construct, operate, and maintain community-wide infrastructure such as roads, stormwater systems, and amenities. The Director of Operations will lead the full CDD services organization, overseeing six functional department heads (District Services, Maintenance, Field Services, Administration, Amenities, and Business Development) to ensure consistent, compliant, high-quality service delivery across the district portfolio. This is a hands‑on operating leadership role: building cross‑functional alignment among department heads, owning portfolio‑wide performance, and serving as the VP's operating partner on growth and service quality.
Best-fit archetype: An operating executive currently running a multi‑department CDD, special district, or large master‑planned community platform — someone who leads through department heads rather than managing individual districts directly. This person should be equally comfortable setting portfolio‑wide KPIs, resolving cross‑functional friction between maintenance/field/amenities/admin, and standing in front of a Board of Supervisors as the senior operating voice for Inframark.
To support a safe and secure workplace, all offers of employment are contingent upon the successful completion of background screening, drug testing, and driving record review where applicable.
Inframark is an Equal Opportunity Employer. All qualified applicants will receive consideration for employment without regard to race, color, age, religion, sex, sexual orientation, gender identity, national origin, or protected veteran status and will not be discriminated against based on disability.
