Overview

The bank is seeking a seasoned Director of Information Technology Risk to lead the strategic oversight of non-cyber IT risk within our Second Line of Defense (2LOD) Enterprise Risk Management (ERM) framework. This role is pivotal in shaping and advancing the IT risk management practices across infrastructure, applications, operations, platforms, governance, and change management—excluding cybersecurity.

This is a high-impact position involving regular interaction with senior technology leaders, business executives, auditors, and regulators. The ideal candidate will bring deep technical expertise, a strong risk management mindset, and proven experience in developing and implementing risk oversight programs.

Key Responsibilities

• Design, implement, and evolve a robust 2LOD risk oversight framework for Information Technology, aligned with regulatory standards, business goals, and the bank’s risk appetite.
• Independently identify, assess, and monitor IT risks across key domains such as system availability, data integrity, application development, resiliency, IT operations, and change management.
• Collaborate closely with First Line of Defense teams to evaluate control effectiveness and support risk reduction efforts.
• Serve as the IT risk subject matter expert in governance forums, senior leadership meetings, and regulatory discussions.
• Lead 2LOD risk oversight for major technology initiatives, including cloud transformation, platform modernization, automation, and technology resiliency efforts.
• Review and challenge control assessments enterprise-wide, validating control evidence, identifying deficiencies, and overseeing remediation efforts to closure.
• Develop and enforce risk policies, standards, and procedures that reflect regulatory guidance and industry best practices.
• Build strong working relationships and influence key stakeholders across technology, risk, audit, and compliance teams.

Qualifications

• 15+ years of progressive experience in IT Risk, Technology, or Information Security, with a strong foundation in risk management.
• Proven track record leading or developing 2LOD risk programs within complex IT environments.
• In-depth understanding of technology architecture, platforms, infrastructure, application development, and operational processes.
• Strong familiarity with banking regulatory frameworks (e.g., FFIEC, NIST, OCC Heightened Standards).
• Outstanding communication and relationship-building skills; capable of engaging and influencing senior leaders and external stakeholders.
• Previous experience in a financial services institution or regulated environment is strongly preferred.
• Knowledge of general banking functions such as deposits, lending, treasury, and commercial banking solutions.
