Job summary

The School City of East Chicago seeks a Director of Human Resources to lead recruitment, policy development, and employee relations for professional and support staff. This exempt, twelve-month role reports to the Superintendent and guides the HR department to foster a high‑performance culture.

Responsibilities include directing teacher recruitment, managing personnel records, evaluating staff, and advising on labor relations.

Qualifications

  • IASBO Certification required.
  • SHRM-CP Certification preferred.
  • Minimum of five years of administrative experience.
  • Strong organizational ability.

Responsibilities

  • Maintains close contact with all departments and schools in planning and anticipating professional personnel needs of the school program.
  • Plans, directs, coordinates, and participates in the recruitment of teachers for the elementary, junior and senior high programs, and summer programs.
  • Screens and processes applications of candidates.
  • Interviews and recommends to the superintendent applicants for appointment and presentation to the Board.
  • Receives, reviews, and processes requests for transfers in accordance with transfer regulations and the needs of the district.
  • Screens and selects qualified substitute teachers and maintains a register of substitutes.
  • Counsels with employees to resolve complaints, difficulties, and other matters related to personnel management, and works with principals on difficult or sensitive personnel matters.
  • Processes recommendations for termination of employees, assembling substantiating information for dismissal of employees and arranging any necessary conferences and hearings.
  • Assists in the development of personnel regulations.
  • Coordinates and interprets the evaluation program of teachers and other professional personnel, and assists in the development of regulations for the just administration of the professional advancement positions.
  • Maintains an up-to-date application file of prospective candidates for all teaching, administrative, and supervisory positions.
  • Develops and maintains a system for personnel records for all school employees, in order to provide a comprehensive, efficient, accurate, and current record of all matters pertinent to employment, transfer, tenure, retirement, leave, promotions, etc.
  • Prepares and maintains statistical information on all personnel and submits the necessary statistical reports to the state department of education and to the Board.
  • Assumes responsibility for employee labor relations.
