Job description

NYC DOT - Director of Financial Management

NYC DOT seeks to hire a Director of Financial Management to join the Facilities Management Unit. The role involves overseeing the capital and expense budgets, procurement functions, and fiscal operations. The ideal candidate will have extensive experience in finance, procurement, and contract payments, along with managerial experience. The Director will lead a team of five and must be an independent thinker with strong problem-solving skills, initiative, and knowledge of the City of New York's Financial Management System (FMS), Passport, Microsoft Excel, and related software.

Reporting to the Executive Director of Finance and Administration, the responsibilities include:

  1. High-level oversight of the $82M expense budget and $550M capital budget.
  2. Preparation of Expense and Capital budget proposals, including savings and cost reduction initiatives.
  3. Ensuring timely processing of Certificate to Proceed (CP) packages and overseeing commitment plan changes.
  4. Managing the procurement process, from micro purchases to large contracts, ensuring registration with the NYC Comptroller.
  5. Leading procurement staff in preparing and submitting contract packages, including bids, task orders, and RFPs.
  6. Tracking and prioritizing procurement requests and payments.
  7. Communicating with executive staff on procurement, fiscal, and budget matters, both verbally and in writing.
  8. Providing monthly reports on budget status, payments, and procurement activities.
  9. Overseeing all fiscal and procurement operations for stakeholders.
  10. Performing additional duties as assigned.

    Note: Candidates must currently hold or be reachable for the title of Administrative Staff Analyst (Exam #9058).

    Minimum Qualifications
    • A master's degree in relevant fields with at least two years of professional experience, including 18 months in a managerial or supervisory role, or
    • A bachelor's degree with four years of relevant professional experience, including 18 months in a managerial or supervisory capacity.
    Preferred Skills
    • Quantitative and analytical skills
    • Knowledge of FMS and Microsoft Excel
    • Strong organizational and communication skills
    • Familiarity with NYC budget, fiscal, and procurement practices
