Baltimore's Promise is seeking a Director of Data Partnerships to lead data integration, governance, and analytics for a cradle-to-career initiative in Baltimore City.

The role focuses on building partnerships across schools, health, and community organizations, designing user-friendly dashboards, and driving data-informed decision making for youth outcomes. The Director will report to the Executive Director and oversee a cross-sector data workgroup.

Baltimore’s Promise is seeking a Director of Data Partnerships to lead critical functions and projects within in our backbone organization. Baltimore's Promise is a city-wide collaborative, composed of public, business, higher education, nonprofit, and philanthropic leaders. We serve as a catalyst for organizing efforts and resources around a shared vision: all Baltimore City youth will travel a safe, healthy, and successful educational path from cradle to career. The Baltimore's Promise collaborative has chosen to initially focus on six broad goals. A work group composed of local experts supports each goal. The six goals are as follows:

• Every youth will be born healthy
• Every youth will enter kindergarten ready to succeed in school
• Every youth will achieve at grade level in school
• Every youth will graduate high school, prepared for the next step without remediation
• Every youth will earn quality, post-secondary credential or receive training, and are career ready; and
• In addition, Baltimore’s Promise will ensure a robust data analysis and evaluation effort will be wrapped around each of these goals.

As our work progresses, and in response to the needs of our community, we expect these goals to evolve and expand over time.

To achieve these goals, Baltimore’s Promise is seeking a Director of Data Partnerships. The Director of Data Partnerships will manage and coordinate with data partners who will implement the collection, interpretation, and clear dissemination of data to support the organization’s activities in improving youth outcomes using a racial equity approach. This position will also be responsible for engaging our stakeholder network around data relevant to the wellbeing of Baltimore City youth and young adults in creative and action-oriented ways. He or she will report to Julia Baez, Executive Director of Baltimore’s Promise.

Duties and Responsibilities

• Lead the following data initiatives on behalf of Baltimore’s Promise:
  • Development of a citywide, cradle-to-career Integrated Data System;
  • Development of an externally-facing, user friendly, interactive data dashboard linked to public data sets and the integrated data system;
  • Build and maintain relationships with other data stakeholders in Baltimore City; and
  • Recruitment to and facilitation of the Baltimore’s Promise Data Workgroup.
  • Lead the project management and implementation of data communication products, including but not limited to the following:
    • Annual Report to the Community, featuring the latest data related to key indicators Baltimore’s Promise is tracking and data stories aimed to provide engaging and human context behind data points relevant to Baltimore’s Promises work;
    • Individual issue data stories outside of the Annual Report to the Community; and
    • Data visualizations and infographics.
    • Coordinate the dissemination of data, research, and information to Baltimore’s Promise stakeholders and the public at large via the following avenues (in partnership with the Project Coordinator):
      • E-mail newsletters;
      • Social Media (e.g. Facebook, Twitter); and
      • Website.
      • Stay current on local and national best practices, research, and data related to collective impact efforts in other locations and in fields related to the cradle-to-career benchmarks around which Baltimore’s Promise focuses its work and periodically produce communication products (e.g. blog posts, social media posts) to inform local stakeholders and advance policy and advocacy efforts.
      • Create internal communiques for staff and Board communications, including Board meeting packet materials on all data related projects and partnerships;
      • Monitor and oversee all contracts with data and communications partners and consultants, ensuring partners are held accountable to stated deliverables and payments are sequenced appropriately.
      • Ensure contractors are held accountable to articulated benchmarks and targets and that reporting deadlines are met.
      • Serve as data and evaluation point person, advising on issues such as the design of data collection efforts for each of the Baltimore’s Promise work groups and related strategies (e.g. logic models, theory of change, setting benchmarks, identifying shared measurements).
      • Support and work collaboratively with data analysts, either volunteers or consultants, on projects that inform the efforts of Baltimore’s Promise.
      • Present data via both written reports and oral presentations at large and small group meetings with various outside stakeholders (foundations, media, etc.).
      • Explore building national presence for lessons learned and data generated from demonstration models by identifying conference presentation opportunities for Baltimore’s Promise staff, writing articles for submission, and other means.
      • Assist with other initiatives on behalf of Baltimore’s Promise, as needed.

Qualifications

• Education & Experience Bachelor’s degree required with five [5] or more years of relevant work experience. Experience in continuous improvement preferred. Demonstrated success in facilitating multidisciplinary or multi-organizational teams desired.
• Knowledge & Technical Skills Excellent project management and organizational skills; ability to manage details and work independently; excellent written and oral communication skills and strong interpersonal skills required. Proficiency in Microsoft Office applications, SPSS or similar statistical software, data visualization tools, ARCGIS, and relational databases is required. Demonstrated passion for the transformative power of education will be a key qualification for any applicant. Strong knowledge of health, early childhood, K-12 education, higher education, and/or workforce issues is highly desired. Knowledge of Adobe Suite is preferred.
• Leadership: Helps to oversee the work of Baltimore’s Promise by recruiting and engaging partners; facilitates the work of the partnership and its work groups; provides advice and counsel to both the governing body and the learning committees which support network initiatives in the health, early childhood, K-12 grade, higher education, and workforce areas; coaches, facilitates, and provides technical assistance to networks of stakeholders to maintain momentum, achieve objectives and complete deliverables, utilizing a continuous improvement process and related tools. Strong comfort and demonstrated expertise in working with the senior-most executives at government, business, education, foundations, and nonprofits is critical.
• Communication and Relationship Building: Establishes and maintains an effective system of communication among staff, Baltimore’s Promise stakeholders, and the community to build and maintain a positive and cohesive effort; is humble and understands the effectiveness of attributing credit to partners where possible; is passionately effective in his or her communication while reflecting a strong presence and command of the issues. Maintains communication and works collaboratively with work group and action team members and/or data partners to provide support for networks of community stakeholders; ability to communicate with diverse groups and “translate” vocabulary/jargon across sectors, both in-person and through written/visual communication products.
• Project Management: Ensures that complex projects requiring the participation and effort of multiple partners and contractors have reasonable but aggressive timelines and interim benchmarks; responsible for holding all parties accountable to meeting project goals and timelines.

• Planning & Organizing: Facilitates the planning activities of stakeholders aligned with the organization’s priority strategy project work; and assists in convening and organizing stakeholders to develop evidence based continuous improvement action plans.
