Piedmont Virginia Community College ( PVCC ) is a nonresidential two-year institution of higher education that serves Central Virginia – principally residents of the City of Charlottesville and the counties of Albemarle, Buckingham, Fluvanna, Greene, Louisa and Nelson. Our scenic campus is located in Albemarle County, Virginia. We are one of 23 community colleges in Virginia that comprise the Virginia Community College System ( VCCS ).

Director of Contract and Customized Training
POSITION SUMMARY

Under the direction of the Executive Director of Workforce Development and Corporate Partnerships, the Director of Contract and Customized Training leads the design, sale, delivery, and financial performance of customized training for employers across the college service region. The Director serves as the primary relationship manager for business, industry, government, and nonprofit clients, translating employer talent needs into training solutions and managing each engagement from initial needs assessment through contract execution, delivery, evaluation, and renewal. The position carries direct responsibility for a revenue portfolio and works in close collaboration with the Executive Director of Workforce Development and Corporate Partnerships and the Director of Workforce Programs to ensure coordinated, seamless service delivery across the division.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Business Solutions and Employer Engagement
  • Coordinating with the Executive Director of Workforce Development and Corporate Partnerships build and manage a pipeline of employer prospects across the college service region, including the City of Charlottesville and the counties of Albemarle, Buckingham, Fluvanna, Greene, Louisa, and Nelson.
  • Conduct consultative needs assessments with employers to identify skill gaps and translate findings into scoped training solutions with defined outcomes.
  • Collaborating with the Executive Director and the Director of Workforce Programs, maintain active working relationships with regional economic development and workforce partners, including chambers of commerce, the local workforce development board, industry associations, and regional economic development organizations.
  • Represent contract and corporate training at employer events, industry roundtables, and business outreach activities, and support the Executive Director in regional partnership meetings.
  • Track all prospect, client, and engagement activity in the division customer relationship management and registration systems, and maintain accurate, current records.
Contract Development and Management
  • Negotiate and draft training agreements that define scope of work, deliverables, schedule, pricing, cancellation terms, and performance measures.
  • Route agreements through college review and approval in accordance with the Virginia Public Procurement Act, Virginia Community College System policy, and college business office procedures.
  • Manage contract execution end to end, including scheduling, instructor assignment, and collaborating with workforce staff and employer partners to coordinate facilities and equipment, materials, participant registration, invoicing, and close out.
  • Monitor contract compliance and deliverable completion, resolve service issues, and document changes through written amendments.
  • Conduct post engagement debriefs with clients and convert completed engagements into renewals and expanded scopes of work.
Program Design and Instructional Quality
  • Develop customized curriculum in partnership with subject matter experts, faculty, and industry credentialing bodies, and align offerings to recognized credentials where possible.
  • Recruit, onboard, schedule, and evaluate contract instructors and adjunct workforce trainers, and support their instructional effectiveness.
  • Ensure training is delivered in formats responsive to employer operations, including on site, online, hybrid, shift based, and compressed schedules.
  • Evaluate program quality through participant assessment, employer satisfaction, and completion and credential attainment data, and act on results.
  • Coordinate with the Director of Workforce Programs so that open enrollment and contract offerings reinforce one another and avoid duplication, and with credit academic deans on articulation, credit for prior learning, and shared instructional resources.
Revenue, Budget, and Fiscal Performance
  • Meet an annual revenue target for the contract and corporate training portfolio and report progress against target on a schedule set by the Executive Director.
  • Develop pricing for each engagement using a cost model that accounts for instructional cost, materials, overhead, and margin, and confirm pricing decisions with the Executive Director.
  • Monitor program level profit and loss, forecast revenue and expense, and adjust delivery models and pricing to sustain financial viability.
  • Prepare accurate and timely billing documentation, monitor accounts receivable in coordination with the business office, and follow up on outstanding balances.
  • Maintain records sufficient to support audit, and reconcile enrollment, contract, and revenue data across systems.
Funding Streams and Compliance
  • Apply Virginia workforce funding tools to employer engagements, including the Virginia Jobs Investment Program, FastForward and the Workforce Credentials Grant, FANTIC , and Registered Apprenticeship, and advise employers on eligibility and application steps.
  • Ensure programs meet reporting and eligibility requirements associated with WIOA , the Eligible Training Provider List, and VCCS noncredit reporting.
  • Provide accurate program data, deliverable documentation, and outcome reporting for all training contracts and grant funded training in coordination with the Business Office, Office of Grants and the Executive Director.
Leadership and Supervision
  • Supervise assigned contract instructors, including hiring recommendations, work assignment, performance evaluation, and professional development.
  • Serve as a collaborative peer to the Director of Workforce Programs in division planning, resource allocation, and problem solving.
  • Contribute to division goal setting, annual planning, and budget development at the request of the Executive Director.
  • Serve on college committees as assigned and support division participation in college events.
  • Perform other duties as assigned.
REQUIRED KNOWLEDGE , SKILLS , AND ABILITIES
  • Consultative selling and account management skills, with demonstrated ability to move an employer relationship from first contact to signed agreement.
  • Working knowledge of contract development, pricing, budgeting, and profit and loss analysis in a revenue generating program.
  • Knowledge of workforce and economic development systems, employer training funding sources, and industry credentialing.
  • Ability to design and coordinate training solutions for adult learners across multiple industries and delivery formats.
  • Strong written and oral communication skills, including proposal writing and presentation to executive audiences.
  • Ability to manage multiple simultaneous projects with competing deadlines and to work independently in a service-oriented manner.
  • Proficiency with customer relationship management systems, registration and student information systems, and standard office productivity software.
  • Ability to work collaboratively across credit and noncredit units and with external partners.

Special Assignments

May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.

KSA's/Required Qualifications

  • Minimum of three years of progressively responsible experience in contract training, corporate training, business development, or workforce program management.
  • Demonstrated experience developing and managing employer or client relationships, including experience negotiating or administering agreements.
  • Experience managing a budget or a revenue generating program.
  • Valid driver license and ability to travel throughout the college service region.
  • Additional education in business, education, human resource development, or a related field from a regionally accredited institution, or comparable years of directly related professional experience.
  • Experience in a community college workforce development or continuing education division.
  • Experience with Virginia workforce funding programs, including the Virginia Jobs Investment Program, FastForward, and Registered Apprenticeship.
  • Experience supervising instructors.
  • Experience with industry credentialing in high demand regional sectors such as healthcare, biotechnology and life sciences, advanced manufacturing, information technology, skilled trades, and public safety.
  • Demonstrated record of meeting or exceeding revenue targets.
